UNC Statement on Killings & shootings in Ukhrul and Memorandum to PM
Tahamzam, 30th August, 2014:
While the Nagas in Manipur were carrying out peaceful mass rallies in thousands in the respective district Headquarters on this day, the Communal Government of Manipur IRBs and Police Commandos fired upon the rallyists in Ukhrul and shot dead Mr. Mayopam Ramror and Mr. VS Ramkasing and grievously wounded many more.
The mass rallies of the day had demonstrated the sentiments of the Naga people on the militarisation of Naga areas where there is Cease-Fire, particularly in Ukhrul which is under unwarranted promulgation of 144 CrPC for almost 7 weeks and had demanded the intervention of the Government of India. On this volatile situation, we had earlier brought out public statements and taken up democratic civil actions several times which should have been responded to by any responsible State Government.
On 6th May, 2010, Mr Ibobi’s communal sate forces killed Neli Chakho and Dikho Loshou and injured hundreds at Mao Gate. The firing that caused killings and injuries at Uhkrul yet again on this day has therefore proven that force and violence is the only response of the communal Government of Manipur to the Nagas and also the very purpose for not revoking the 144 CrPC and the militarisation in spite of the protests of the people. We respect democratic principles and hold that the will of the people must be respected. But it has now been laid upon us by the GoM with no option but to engage with it headlong in defence of our people and their lives.
We therefore inform the Naga people to be in preparedness for any eventuality as we intensify the severance of ties with the communal Government of Manipur.

Memorandum to the Hon’ble Prime Minister of India submitted during the mass rallies held on the 30th August, 2014 at Senapati district headquarter on the highly imperilled situation of the Nagas in Manipur for urgent action and intervention of the Government of India.

We, the Nagas in Manipur have apprised your good office vide our submission dated 18th July, 2014 on the imperilled situation being faced by us, where the Government of Manipur(GoM) has invested all efforts to destabilise the Indo-Naga cease-fire through militarisation of Naga areas, particularly in Ukhrul district on the pretext of law and order and to thereby prevent early settlement of the decades old Indo-Naga issue. The communal actions and policies of the GoM on the Nagas and tribals is not confined to the use of force alone but is well orchestrated with notifications, legislations, administrative orders & Acts that seeks to usurp our inherent rights over our ancestral lands and also to perpetuate the denial of identity, due opportunities and political empowerment of our people.
“There are no Nagas in Manipur”. “No to Indo-Naga cease-fire” – this is the GoM’s policy towards the Nagas.
We enclose for reference the public statement issued by the United Naga Council on the 24th August, 2014 bringing out the burning issues and for which the Mass Rally is being held today by the Naga people in all the Naga District Headquarters.
As the Nagas in Manipur rally in mass and demonstrate our sentiments, we place before you on this day from the respective districts the followings for the action and intervention of the Government of India(GoI)
1) The GoI must expedite an acceptable and honourable settlement of the Indo-Naga issue.
2) The GoM must be prevailed upon by the Union to uphold and respect the Indo-Naga cease-fire and peace process which recognises the unique history and situation of the Nagas and to immediately desist from militarisation of Naga areas particularly Ukhrul district which is under unwarranted promulgation of 144CrPC for almost 7 weeks to this day, in spite of the continuous protest of the people.
3) The GoI must ensure that the GoM is not allowed to subvert the constitutional rights and protections of the tribals and Nagas in all spheres – educational, employment, ownership of land and natural resources, development opportunities etc.
4) The GoI must take forward with sincerity and seriousness the democratic process of dialogue in the tripartite talk of the GoI, GoM and UNC on the demand of the Nagas in Manipur for an alternative arrangement outside the GoM, pending settlement of the Indo-Naga issue, which has logically progressed to a stage where the GoI will institute a High Powered Committee to translate the same into a political reality.
We submit the above to the GoI with the hope that our sentiments will be well received and that appropriate actions and interventions will be taken up at the earliest possible time. Placing our confidence in your dynamic leadership, we look forward to judicious decisions in the interest of peace, justice development and democracy.
