Renu Takhellambam, president EEVFAM made an address in the 40th Session of the United Nations Human Rights Council on 18th March 2019 at Geneva. She took the floor on behalf of NGO PRAHAR during the general debate under Item 8.
She urge the Council "to urge Government of India to promptly grant prosecution sanctions and to repeal impunity laws and discriminatory policies to deliver the long awaited justice".

Mr. Chairperson,
Prahar would like to draw your kind attention to the disproportionately high burden the indigenous women had to bear in the context of more than half century old conflict in north east India. Thousands of widows are generated in this conflict as their husbands have been extrajudicially executed by the armed forces. Widows have to struggle for their own livelihood while bearing the burden of raising up the children and educating them alone. They are also branded as members of “Terrorist Families” and excluded from social security schemes of the government.
In Manipur, India these widows came together and moved the supreme court to seek justice. Following a landmark judgement by apex court few criminal investigations have been initiated and charge sheets have been submitted against the perpetrators. However, under section 197 of Indian Penal Code and section 6 of AFSPA the the government has to grant prosecution sanction for the criminal trial to proceed. Today monumental struggle for justice of these widows is unduly delayed due to non-granting of the prosecution sanction.
We appeal this agust council to urge Government of India to promptly grant prosecution sanctions and to repeal impunity laws and discriminatory policies to deliver the long awaited justice to these widows.
