A critical Journalist says to a Chief minister; if you know what I say then you will not do what you do. Again, Chief Minister says to the journalist that if you know what I do then you will not say what you say. A wise chief Minister always announced his government policy in prior to implementation. His government carefully studies the pulse of the people and reaction of the pressure groups. If approved by the people, then the Government has no problem to implement immediately the policies and the decision of the Cabinet. However, delay in implementation may invite another trouble. This is what a Journalist would like to suggest to a Chief Minister. Build the bridge of communication gap between a Journalist and a Politician. Do not forget that a Journalist is a professional watch dog; following up their professional ethics to get a place in rebuilding the society. Whenever a chief Minister asks to "off the Record " on security consideration of the society or national interest; a journalist never denies. Journalists are also human, influenced by the environment we live in. Even a Judge used his discretionary power while to announce a judgment. That is why rules of law that provides 'Rights to Appeal' against the judgment to a higher Court. So, a shrewd politician always tries to use this instrument for his political gain.
In a political system, Demand and supply are the two factors of input and output. Input like the demand of pressure groups (NGOs, student body, political party etc.) are put into the political system. The decision of the Cabinet, Policy, Programmes, implementations etc. are the output of the system arising out of the input made by the pressure groups. Therefore, output of a political system is directly proportionate to input of that political system. Our rules of law are the guideline or instruction how to function that political system. Anti defection law, Lok Pal bill, anti corruption acts, etc. etc. that are oil and grease to smooth running of the existing political system.
In democracy, Voice of the people is the voice of the God. It is said that people will get the government they desired. So, we are quite deserved to get the present government. Whenever a government is failed to maintain its transparency, accountability etc. people should take their responsibilities. In a state, a chief Minister is a symbolic head. Therefore, whenever we talk about the government, we talk about the chief Minister. So, a Chief Minister has to take the risk of each and every good or bad activity during his tenure.
In common practices in Manipur, an enquiry committee will be formed for a project failure to look into the matter. Again, another enquiry committee will form to look into former enquiry committee. However, a storm is whirl while only for few hours. At last, no one will care about the responsible for the project failure and what short of punishment they got. Therefore, frequently formation of enquiry committees and calling high level meetings are the sign of bad governance. For a system failure in a department, say Education Dept., a peon will say that his officer is dishonest, so he is not interested to obey officer's order. Again, officer will blame the head of department for each and every mistake of his department. Head of department will insult the Minister concerned as one of the most corrupted and absent-minded person. Minister will finally blame the Chief Minister. Chief Minister would like to blame the people however; government will not last if he blames the people.
Corruption is a big debate in Manipur and elsewhere in the world. It is not surprise to know that a gentleman has changed suddenly into a corrupted fellow. Women and children are madly loving in glitter materialistic environment and its competition among the women and children influences her respective husband to be a most corrupted one to meet the needs of her competition. Therefore, His secretary will advise the Minister concerns, the easiest way to use maximum power in wrong practices. An officer knows what his Secretary and Commissioner do and likes. A Staff clerk will put up the files accordingly in the way his officers desires. A storekeeper knows and sees each and everything so he sold out official goods illegally at his end. A wise Officer divided his share of profit with dealing staffs. So, no one can't expose off. A powerful Officer got the whole share of profits without giving any benefit to his subordinate staffs. But he must be very careful otherwise he has to face the scandals. That is why people can't prove that the government is corrupted; however, people deny that our government has transparency, accountability and good governance.
Election is the golden opportunity and chances for a voter to choose a rightful candidate and re correction of the existing government. To find out a worthy candidate, Chief election Commissioner J.M. Lyngdoh has now, initiated voter IDs and electronic voting machines to enable free and fair election. Election Commission's guideline instructs the Candidates to prove his non- criminal background and his family has to declare the properties, assets etc. to enable checking from unseen increases of income and assets.
Our Voters can be classified into four categories as follows; -
First class voter: - who has the capacity to choose rightful candidate base on candidates' leadership quality, personality, trust worthy, intelligence, sincerity to social works, vision on national interest etc.
Second Class Voter: - who has the ability to choose rightful candidate base on opportunities and favourable to the voter.
Third Class Voter: - Who are choosing candidate considering favourable and influenced to the voter.
Fourth Class Voter: - who has no idea to choose a candidate and casting vote for a mere benefit and influences by their colleagues.
A nation can attain its perfect and mature democracy only when there exist a maximum number of first class and second-class voters. First class and second-class voter should be maximised using various means of scientific tamper (educational knowledge), higher income (economy) and social awareness (involvement) together.
Opinions of our voters are mostly common that they neither like Taton nor Tadhal. Taicha is good but individuals will get no benefits from him. Tayai is cunning and corrupted but he is better and helpful to our family. Some voters are of the opinions that we have nothing to request to them or hope no returns so we are better-off taking chances during election. Only a few voters choose the right candidate without thinking of personal benefits.
Elected candidates will know the motives of each and every voter, the way his voter cast; therefore, returns the same to the voters. No development and changes of any significance was possible in the constituency unless elected candidate invest less in the election. At last, election has become a very competitive big business. Our elected MLAs will then forget what they got the number of votes (minority vote say 4000 out of 15,000 voters in a constituency). They will never try again to get maximum vote because it is perhaps, difficult for them. The best reading for him is that permanent 4000 voters plus extra flying voters is quite sufficient if he used the policy for triangular or multiple contest in the election. Looking for another monkey trick, Chief minister's candidate will promises to MLAs for larger Cabinet berth to win the "number game" using various channels like defection and encouraging splitting even, among from his collation party. It is right to say that our government is 5000X35 MLAs i.e. 1,75,000 voter's minority government. Therefore, majority of the people are against the government. Did successive Chief Ministers of Manipur have ever tried to win the heart of the people? Time is past away very soon that next election is knocking at the door. They could not work out the promises they made during election, therefore, the same candidate will pray for another term to complete the promises he made. Hardly we found a successful politician and statesman in Manipur. It will be a wise policy for the present chief Minister if the opinion is polled whether our MLAs are still supporting yet by the people of his constituency. We hope most of the MLAs will get maximum vote poll result. Drop the Minister from the council of Ministry unless MLA got less then 60 % vote polled. Then, and only then, the government will be people's government. Chief Minister can save his face because CM should never be wrong. People are often neglected to check, recheck and cross check the political development in the state. None of the politicians are pious in this world. So, our people should learn how to filter a rumour, propaganda etc.
The ugliest scene in Manipur politics was that most of our representatives could not resign on Naga ceasefire extension issues; in the sense that it was perhaps, a trick to form an alternative government in Manipur or suicidal step in their political careers if resigned or afraid of immature terms of election. All of our political reading were failed neither they could not convince the people the way they like nor they followed up the people movement in front. The Issue base politics come into existence in Manipur.

Parliamentary election of Manipur is likely to be held in September 2004. Shri Khaidem Mani and his colleagues had joined Congress (I), splitting DPP. Some sections of the people are opposed of his merger in Congress (I). People have known him for his human Right activities in the state. We should know that he hasn't change but only his party has been changed. This is his best opportunity to get support from ruling Congress (I) in the coming parliamentary election. Politicians need power to recorrect the society in to the way they think they were right. Shri Thounaujam Chaoba is an experienced charismatic politician in the state, reposed a great confidence to AB Vajpayee, Prime Minister of India. The traits of being frank, amicable and farm stand brought him to the notice of PM. He is the second Meitei union Minister of India and he is popular in Delhi. It will be foolish to say that Th. Chaoba is an unworthy representative from our state. Interestingly he has been short-listed many a times to induct him in to the council of Ministry of Shri AB Vajpayee government; however drops often in swearing ceremony due to the influences made by some section of people; perhaps, from our state. It is wonderful to know the logic behind in it. In reality, something is better than nothing. Our tiny state has strength of only 3 MPs (including Rajya Sabha) in the Parliament of India but our aim and our pride should be pointed to become our MPs a powerful Union Cabinet or Prime Minister. Hoping Shri Chaoba will do something better; we should encourage any MP from Manipur to become a Union Minister. Our politicians are far above the average of Indian politician in certain conditions. Accept your leader to become your leader a great leader in international politics.
