TSA petitions CM Biren to dispose 2006 contract teachers (hill district) with justice.
The Thadou Students’ Association, General Headquarters (TSA-GHQ) had submitted a memorandum to Shri N. Biren Singh, Hon’ble Chief Minister of Manipur regarding regularization of 2006 hill district contract teachers, today.
The petition recalled the Memorandum of Understanding (MoU) signed between the state government and All Tribal Students’ Union Manipur (ATSUM) on March 31, 2006 with an aim to cater the educational needs of the hill schools wherein an appointment of 1332 contract teachers was made on 16th May, 2006 exclusively for the Hill districts. They were re-engaged through extension of contract for 5 times till December 2008.
Mention may be made that on 31st January, 2009, Shri O. Ibobi Singh had assured the teacher for regularization of their post while speaking at the Tribal Culture Festival, TRI Chingmeirong. Barely after 3 years, in October 2011, was a physical verification called for regularization and extension of their services wherein the teacher becomes lesser to 772. Even then the fate of those teachers seems awful.
It was in November 2013, the then Chief Minister of Manipur Shri O. Ibobi Singh had chaired a meeting between ATSUM and Government of Manipur. A question was raised by the TSA as to why there was no concrete decision to terminate the appointment or to regularize them was taken during these five years. Therein, the Chief Minister re-assured again to regularize them subjected to post vacancy.
Over again in 2017, after taking the charge as Chief Minister, the same issue was put-up by the present leaders of ATSUM to Hon’ble Chief Minister for kind consideration on humanitarian ground, sympathetically and it was learnt that Chief Minister had agreed in principle to regularize only 150 teachers due to state’s poor financial resources.
The memorandum stated “taking undue advantage of Hon’ble CM’s assurance, it is learnt from a reliable sources that some hill-based student organization had collected money for favouritism and bribery of Hon’ble Chief Minister, Hon’ble Education Minister and all other officials so they have been included among the top 150 lists.
It is also known in public that regularisation will be done in phase wise basis wherein teachers who have paid money only through some student organization should selected in the first phase. Rumours have spread like wild fire creating confusion among the teachers and it should be investigated thoroughly.”
The TSA had warned the state government that before taking any decision, the existing Rules & Regulations (RR) during the time of appointment shall be reviewed to a new and updated RRs so that an efficient and up-to-date teacher can be sorted out with lesser number which will be in liaise with the state’s financial position. Else, the better be regularization of all teachers sympathetically in humanitarian ground.
