On PMGSY Phase X Tender statement made by MSRRDA

The All Manipur PMGSY Contractors Association (AMPCA), an Association
formed to protect the interest of the Contractors working under Manipur
State Rural Road Agency (MSRRDA) for its Pradhan Mantri Gram Sadak
Yojana (PMGSY) project in particular and the interest of the general
public of Manipur in general held an emergency meetings of its members
including all the office bearers today the 7th November, 2014 at its
office at Babupara, Imphal.
All the members of AMPCA strongly condemn the statement made by the
Chief Engineer, MSRRDA that action will be taken against any Contractor
who bid (for any work in Phase X) with rates lower than 5% of the
estimated cost.
AMPCA questions that on what ground are actions to be
taken and for what? His responsibility is to ensure that due process
and rules and regulation as mentioned in the SBD is followed and that
bids/works are awarded in a fair and just manner. And after the
contracts are awarded it is his responsibility to ensure that the
Contractors maintain quality in their works irrespective of the rate
they had bid for the works.
Or is the Chief Engineer after intimating the members of AMPCA not to
bid at rates lower than 5% allow those he favour to bid at any rate like
it was done in Phase IX, Phase IX RT and Phase IX 2nd RT? Has the Chief
forgotten that PMGSY e-Tenders are Open tenders? And AMPCA would like to
know where in the SBD/ITB is mentioned that rates lower than 5% forbidden?
