Of bomb blasts, law and order

The frequency of bomb blasts in Manipur since the run-up to the Republic Day has caused enough stress and trauma to the citizens of the State.
People are beginning to doubt the recent claims of the authorities that there is a marked improvement in the overall law and order situation in the State, particularly the capital city Imphal.
The blast on Wednesday killed three persons and injured over 20 others.
What is even more shocking is the fact that the bomb was planted in a crowded Khwairamband Temporary Market in the heart of Imphal City.
Among the injured, 16 were local vendors who sell clothes, poultry items and vegetables.
This basically means, the victims were mostly innocent citizens who were earning their daily bread.
While the motives of those who planted the bomb could be ascertained only after some groups claim responsibility, there is no gain in stating that the use of violence as means to achieving any political ends could be doubly problematic with innocent citizens ultimately becoming the victims.
Here, it is worth reminding that among those who sustained injuries, there were five women.
There is no need to reemphasize here that making the innocents victims of violence causes more harm to the cause one espouses, if there ever is any. Such blasts should be condemned by all.
While trying to trace the culprits for their acts of violence, security agencies and the State authorities should note that taking measures in the aftermath of such bomb blasts does more to dent the confidence of the people in the capability of the State to deal with law and order problem.
It may be mentioned that the Governor of Manipur KK Paul during his speech in the beginning of the Budget session had claimed that the law and order situation has been brought under control.
Such claim on behalf of the State Government does not mean anything if security agencies are unable to take concrete measures to prevent bomb blasts in and around the Capital city Imphal.
The failure of the agencies and State machinery is further compounded with numerous protests over such unabated violence that brings more harm to the people than making any political stance clear.
