Manipur stands top in the enrolment of students in private school when compare to neighbouring states as well as when compare to all India average. Annual Status of Education Report (ASER) , 2018 indicate that, 70.7% of the total children between age group 3 to 16 were enrolled in private school, while the remaining continues at Government schools and Madrassa.

The figure showed how the Government is taking care of the government schools besides its promises for improvement of the government schools. As per the ASER report 14% of the students between the mention age were enrolled in private school in Tripura, in Assam it is only 25.8% . The average enrolment of students in private school for the country is just 32% which means Manipur is much more than the national average.

The ASER report also showed that the condition of the elementary government schools do not reach the mark provided under the Right to Elementary Education . School facility remains in a worrisome condition. However, in South India state, it reaches almost 100% performing well above national average. State needs serious attention on Water provision useable, toilet and Library. Mid day meal is almost half national average. School facility is immensely correlated with children attendance.

State need to give special attention on building infrastructure as well maintenance. The ASER report also stated that attendance of students as well as the teachers was very poor in all the government elementary schools. Enrollment in lower primary school declined from 2010 to 2012 but marginally increases afterward. For upper primary school, there exist a jumping pattern each year but huge improvement from 2016 onwards.

However, Children attendance as well as Teacher attendance remains extremely poor as compared to National average which is worrisome for present education system in the State. For children age group 14-16, children was given to calculate time, Apply unitary method, Financial making decision and Calculate discount which are relevant to day today living activities.

Children of Manipur are poor in financial making decision comparing to neighbouring state ASSAM as well as National AVERAGE.

The percentage of students enrolled in private schools is highest in Manipur in the whole country even though the rate of enrolment in private schools has been declining in the last few years, according to the Annual Status of Educational Report (ASER)2018. Correspondingly, the number of students enrolled in Government schools has risen to some extent. The report published a few days back says that the survey was carried out in 270 villages spread across nine districts of the State.

The survey teams interacted with 7802 children between 3 years and 16 years. As per the report, 98.7 per cent of the State's children between 6 and 14 years are enrolled in schools but attendance in class is low. The number of students enrolled in Government Primary Schools in 2018 constituted 57.8 per cent but it was 56.7 per cent in 2016 . The corresponding figures for the whole country are 72.4 per cent and 71.4 per cent.

The number of students enrolled in Government Upper Primary Schools in 2018 constituted 72.3 per cent but it was 53.9 per cent in 2016 which indicates considerable rise in the number of students enrolled in Government schools. The corresponding all India figures were 72.3 per cent and 73.2 per cent.

The total number of children of all age groups enrolled in private schools was 71.8 per cent in 2016 and it declined a little to 70.7 in 2018 . Still, Manipur tops the whole country in terms of the percentage of children enrolled in private schools. The percentages of students enrolled in private schools in the neighbouring States of Assam and Tripura are just 25.8 and 14 respectively. The All India figure is 32 per cent.

The number of rural schools which have playgrounds increased from 46.5 per cent in 2016 to 59.7 per cent in 2018 . However, the number of schools which has drinking water facility declined from 15.3 per cent in 2016 to just 6.5 per cent in 2018. The number of schools which do not have toilets rose from 9 per cent in 2016 to 14,7 per cent in 2018. The number of usable toilets increased slightly from 43.8 per cent in 2016 to 44.9 per cent in 2018.

However, the number of schools which has usable girls' toilets for declined from24.5 per cent in 2016 to 15.4 per cent in 2018 . According to the report, 91 per cent of Government schools did not have libraries in 2018. The number of Government schools which provide mid-day meal declined from 49,4 per cent in 2016 to 46.4 per cent in 2018. The all India figure is 87.1 percent. For the State, the age group of 15-16 years is the one which does not attend schools to the highest level.

The dropout rate in this particular age group is 6.1 per cent. Only 24.5 per cent of students reading in Class II at Government schools can read their text books correctly while 42.2 per cent reading in the same class at private schools can read their text books correctly.

Out of the total students enrolled in Primary Schools (Classes I to V), only 57.8 per cent were found attending their school during the 2018 ASER survey. The attendance rate of teachers was 66.9 .
