Manipur govt to transfer 10% of its gross revenue to local bodies

Local elected bodies in Manipur will get 10 percent of state’s gross revenue from the next financial year 2015-16. State government has approved a recommendation of the 3rd Manipur State Finance Commission regarding the transfer of fund for the effective functioning of the local self governments in state, an official source said.
The state finance commission in its report submitted to the government in December 15, 2014 recommended transfer of 10% percent of the gross revenue of the state to the local bodies for effective functioning of the bodies where government had already devolved powers.
Manipur government has always talked about the devolution of powers to the local bodies like Autonomous District Council (ADC), panchayati raj institutions and urban bodies for a meaningful role of these elected local bodies. But, the devolution of powers remained ineffective without the transfer of funds require for effective functioning of these local bodies. As such the state government was examining the recommendation of the state finance commission.
