Insurgency remains a vexed problem in Manipur

Sources allege that despite the presence of sniffer dogs in the Assam Rifles and other central paramilitary forces and the Army, these dogs have not been properly utilized to detect bombs. All units are also armed with metal and bomb detectors, yet most of the targets happened to be the speeding cavalcade of vehicles.
In most cases, the speeding trucks and jeeps of security personnel do not halt after the explosion. There had been numerous instances of massacring the innocent bystanders long after the insurgents had vanished from the scene. The Das Commission of Inquiry held that the CRPF personnel had opened fire at a hospital complex long after the danger had passed away. It recommended prosecution of the personnel who had massacred nine innocent persons. But it was not done since the government is of the view that such a prosecution would demoralize the rank and file of the security forces.
