Thuingaleng Ibobi @ Okram Muivah, A Tale of Wild Goose Chase!

In a Word of former Prime Minister Atal Bihari Vajpayee "you can change history but not geography." India is a big country and may have extra regional ambitions. As far as Manipur state concern, our very doctrine is one of minimum credible deterrence aimed at protecting state security.

The concept of state security includes economic and political stability and a settlement of insurgency problems on honourable term. There is no need to reinvent the wheel. A lot of detailed work has been done and we can start from where we left. It was precisely to find such a formula, involved in the back channel, to remain engaged. The back channel negotiations can meet in different locations to preserve the secrecy of the process.

Sources attribute that a lot of home work has been done secretly for strong lobbies as a part of conspiracy theory against the Manipur integrity. There is no land called for Meitei land, Kuki's land, Naga's land, Pangal land etc. in Manipur. All land belongs to the government of Manipur. Nagaland will get vote for Naga integration issue in the coming assembly election since Neiphiu Rio government was uncertain by his performance and heavy criticism from the opposition party in the Nagaland state Assembly. Since Rio government can not improve the socio economic conditions of the primitive tribes in the state, there shall be no possibility to remove restricted area permit system in Nagaland. Presently, Tourist are getting entry pass of even number (2,4,6).

Primitive tribes still exist at Nagaland–Myanmar border of Nagaland and Andaman & Nicober island of India as per record available. Since the state does not extended cease fire with NSCN(IM) and does not installed smart government anti virus to counter Muivah virus; Ibobi has no option except to prevent his entry to his home town at Ukhrul. Muivah's three magic weapons- party organization, military wing and mass front is Ibobi's nervous. Muivah's move is tactical and checkmate to Ibobi's ADC election plan under 3rd amendment Act of ADC. It can not be a wonderful story of 'Home sick' revolutionary.

Law and order is state concern, once Muivah was arrested by police than his popularity will be zero and police officer will be hero overnight. There are thousand of people who prefer to be overnight hero in the state. Muivah's anger and shouted to home secy. and interlocutor- perhaps health and age factor. Since Muivah want to retired generously from the Naga peace talk than there shall be no objection for his entry to the home town.

His initiatives of peace dialogue with GOI, mood of home sick, health and age factor considering all together signals his retirement. Once centre has separated Muivah from the Naga peace dialogue, there shall be an immediate break through. Position of Muivah in the NSCN is the concern of the center in the process of dialogue and the outcome of the dialogue.

From Naga hostile 1970-80 to Naga insurgency 1980-90, Naga political issue 2000 to Indo- Naga talk 2011( Indo- Naga term used by Sanjoy Hazarika in the Sunday Guardian ) which are all credited and brain child of Th. Muivah – to build a Naga Christian state and unification of Naga inhabited areas in India and Myanmar. At the end, story of forbidden Tangkhul hero will be the best selling article. In other word, integration of Naga inhabited areas in India and Myanmar is just beginning of long march- may fast by alternate human settlement on the moon.

Like Muivah- Ibobi can do anything to save his government and state integrity. Ibobi is a blue pearl on state integrity spirit. You are successful organizer type of politician. You are compared with Queen Elizabeth of England. Despite of many weakness characters, Elizabeth was like by her people because she can do anything to save for her country. But, I have no sympathy for Thuingaleng Ibobi @ Okram Muivah; but here is the upside down two face of one coin. For me, both are trust deficit.

Once Muivah's status of Chief negotiator was disregard by the centre then Ibobi must go. You are more aware of this well. In one word, politics means relationship between you and me, people and the government. There is no question of right or wrong. State security and communal harmony is more important than your ministry. Gaikhangam, Irabot, Dr.T. Meinya are among the right candidate in case of replacement, installation of smart government and growth consortium in every assembly constituency.

It is natural when the ethnic tribes are feeling weak and fear of exploitation- they become courageous and challenge to fight everybody. They invite the savior who can save them. Of course Ibobi did well for ADC election, amendment Act; sometimes need decisive action, tough stand to enforce rules of law. However, Ibobi's way of explanation was unsatisfactory and non- convincing to Nagas of Manipur-may be influenced by Muivah groups since the hills of Manipur are inattentive liberate zone for many years.

Beside, Ibobi does not put man who can defend him from all angles of public criticism. National Highways are beyond state control. Where has gone his security forces. His vision plan was beautiful- people are communally divided. National Highway 150 was not attracted by Mizoram government fearing Mizoram disintegration and considering crush and crush of economy by 6th schedule implemented ADC, now under dissolved.

Manipur state government must be careful while handling the NH-150. Since, state does not have Upper House and Lower House in the state Assembly, state was expert crunch while in trouble.
