Forgotten Movement: The Past and Present

By: Loya Maisnam *

The movement of the self-determination and self-perseverance of the people of the nation state has been labeled, as the biggest business by the contemporary socialites. No one can move again against the downtrodden pity stories of the untouchable elite groups and the media orators.

Can not self- be prefer as prefix before the determination of the human intelligence, or shall we need a clear ratification of the Universal Declaration of the Human Rights and the Right to Self-Determination given by the International Laws existed in the United Nations' Constitution.

An ironical remark made by the socialite G. Vinayak in the rediff news entitled the caption as "insurgency is the biggest business in the northeast" really gives us a chance to unearth the good, the bad and the ugly of the decades old national liberation movement in our nation state Manipur.

It would have been a historical landmark if the United Nations De-colonization Committee (Committee of 24) have had not ousted the memorandum of one of the strongest outfit of Manipur, which had to be listed in the same niche as the East Timor.

One of the publications DAWN of the outfit which has been circulated to all over the embassies of the countries doesn't virtually have the positive respond though the eradication of colonialism of the colonized states from all over the world have been slated and almost cash the check of self-governance and self-determination by the 2000 AD.

Yet, they still have the pleading before the Secretary of the United Nations and the Chairman of the De-colonization Committee (Committee of 24) for the restoration of the independence and sovereignty of the Manipur. It is their appeal that the de-colonization of the Manipur should be respected but not to be discriminate.

It was 1949 and 1950 the landmark beginning of the liberation struggle against the Indian subjugation and colonization of Manipur, under a brand name of the Manipur Nationalist Party in the 1950 with the agenda of revocation of the Manipur Merger Agreement 1949. Several popular movements have incessantly continued, although the protest has been fairly democratic and somewhat militant.

We better not show favoritism either on any side of the present day movement by manifesting the underdevelopment of the state's socio-economic and law and order situation.

Should be better leave the two decades before the full scale armed struggle as part of the Manipur liberation movement against the Indian military forces and India government by till late 1970s, was not the post merger socio-economic problem and the development of the state crumbled?

None left see the disarrayed mayhem of the state deteriorated condition from Part-C state to Union Territory status by smashing even the international boundary of Manipur, which India can't disturb at any cost in these two decades.

The sever of international boundary, the presentation of Kabo Valley to Burma without the consent and the respect of the International Treaty by the then Prime Minister of India Jawaharlal Nehru, the installation of Ithai Barrage Dam by destroying thousands of land acres with the farmers leaving untouched their compensation and as its reflection the severe declination of the lakh tons of rice production, the Loktak Hydro Electric Power Project which is still acting a menace to the lakh of people, the imposition of Disturbed Area in all over the Manipur in 1980, the enforcing of National Security Acts and other heinous laws that even the rarest in the Middle East conflict states, plus 100,000 (one lakh) Indian security forces in the name of counter insurgency while the two hundred kilometer Imphal-Dimapur route is severely beaten by the goons, dacoits, taxes by the hill based insurgent outfits is till not safely protected when it comes under the center's jurisdiction here people can not blame either to the state or the liberation movement, the economic lifeline is being ruled by the close inhabitants of the route they do whatever and whenever feels good; the close encounter taxes fetched plus 790,000,000 (seventy nine crore) annually, is that amount not enough in building a small state, if these are the sanctioned by the long twenty years (1949 to 1970s), is all these are not the humiliation to the inalienated people of Manipur?

The post merger had given us a lot of sanction in those two decades before the full swing national liberation movement in late 1970s so that's why our socialites labeled the insurgent outfits as the business and rather money making enterprises. It would have been good if the contemporary media orators and socialites have had the sound knowledge of genesis of the Liberation movement of Manipur.

Marked by the 21st century, the movement of armed struggle was colleagues with the FRETLIN's resistance in East Timor and POLISARIO's resistance in Western Sahara. And ultimately it is their lamentation that the shelving of the de-colonization of Manipur by the UN selectively in the cold freeze.

It is also their approaches to the United Nations that Manipur be recognized as the member to the UN list like the Byelorussia and Ukraine in 1940s. They need a liberty, a liberty that will give the recognition of the alienated people and the indigenous kingdom without any foreign occupation.

This is what they pronounced self-determination and the UN should not close the gate to enter into the world of sovereignty and independence from the colonization. Here the sounds feel mature that the UN discriminates Indian colonialism against European colonialism.

The voices against the liberation movement and the institutes to dismantle the movement become a great haul in the movement. The bad side where they infiltrates to gain the support to neutralize the movement goes to the economic development of the state, the unemployment problem, the youth drawn into drugs, gross violent actions by the dissident groups, the extortion, the taxes and moreover the rivalries between the various outfits and now what they called ultimately is mafia.

Regarding the economic development of the state it is stated that gross development product can't be reckoned unless and until the establishment of the full-scale policy programming is being adopted. Then it is quite natural that the unemployment problem would automatically decrease gradually.

Regarding the youth in drugs, one can't merely understand the need of implementation and adoption of national policy from the root to cut the route as Manipur resides at the mid of the international free trade zone with between India and Burma where is one of the passage to reach the metropolitan cities of different part of the world.

The programs on HIV/AIDS by endorsing million of rupees won't get any affect as since scores of years has shown us only the tragedy and catastrophe as it's consequences but none face the lamentation however only their love ones. This can't be blamed to the insurgency movement or the liberation movement, because one can easily understand who have done good works against the drugs whether the government or the civil organizations.

Leave the issue of gross violent actions by the dissident groups, it would be good to understand and see somewhere else where militancy problem exists nevertheless on the other side who was the first accused violating human right by raping a girl in Ukhrul district of Manipur in early 1980s, who did the Lamka's heinous crime killing many innocent civilians, who did the Nambol's brutal killing of civilians, who else did the RIMS brutal murder in broad daylight and what not they have not executed. It is still confusing who did the atrocious violent action till today, whether the dissident outfits or the Indian military forces.

Regarding the extortion and the taxes, corruption does not led started by them but by the mere politician, who else in India who don't know the corruption, contract, percentage and the lot of scandalous cases. They are the insurgent outfits who can't come and work out loud that's why we label them extortionist, when will we better call a legal money, when a doctor took charges from a hand to mouth labor person hundred rupee each as consultation fee? When a lawyer gets thousands of rupees from a blind client for a trouble-free case?

When a policeman gets taxes from the oil stalls or thousands of rupees from a candidate for the pass out in the battery test? Or when a politician, from MLA to Minister took lakh of rupees to ensure a government job? Many unending questions remained unsolved. Here we think extortion has still the sympathy. v The rivalries and the huge numbers of groups doesn't in fact matter whether the elevation or declination in the liberation movement since they chose their own way to reach the top but yet their goal remained the same. And it is fact that more than twenty outfits ruled the Jammu & Kashmir before they gave birth to the Harriyut committee.

Nowadays, state machineries are being run by the frontal organizations of the outfits, the government's systems are almost collapsed beneath the civil society and the frontal organizations. By having the chances of being support by the outfits every nooks and corners seems trouble and restless.

Student organizations virtually do something for the welfare and development of the student but entered into the domestic life and politics, so every student organizations are being politicized. You see wherever you go, you need to be with a brand name then you always get luck, success and benefit. Anyone can do anything seems true their own way, everywhere and everything goes child's play.

Everyone may get an illegitimate quota wherever he wants to enter which will turn legitimate automatically if he comes along with the banner. This is what the worst ugly side of the liberation movement. They can't hold responsible to anyone but to themselves. This is what the present day movement for the liberation of the Manipur.

We mind our own version of existence when we look towards the bad and the ugly sides, while the good side that has remain untouched would accentuate its duty if everyone could see the grieving motherland, which is stand amidst the malicious world without any aid and nurse.
