Dealing with crimes & criminals

In a State where the situation of law and order always remains volatile and the incidence of crimes, specially against women and children, has become the order of the day, it is very unfortunate to learn that Manipur has been lagging far behind when it comes to implementation of the Crimes and Criminals Network Tracking System (CCTNS) even after more than a year of launching the project, which is to cover all the 35 States and Union Territories of the country, in January last year.
Conceived by the then Home Minister P. Chidambaram after the Mumbai terror attack, CCTNS is an ambitious Rs 2,000 crore project that aims to create a comprehensive and integrated system for effective policing and sharing data of crimes and criminals among 14,000 police stations across the country, apart from higher offices in police hierarchy.
It is for creation of a nation-wide networking infrastructure for evolution of IT-enabled sophisticated tracking system around investigation of crimes and detection of criminals.
This project for creation of a comprehensive database for crimes and criminals was mooted to make it easier for the law enforcement agencies to track down a criminal moving from one place to another. In other words, this is a system to connect all the police stations across the country which has remained virtually like unconnected islands when it comes to checking crimes and nabbing criminals.
In such a backdrop, the failure of the Government of Manipur to implement the project of Crimes and Criminals Network Tracking System (CCTNS) even after almost one and half year of its launch is not just unfortunate but also questionable when a sum of Rs 89 crore has been supposedly allotted to all States and Union Territories for speedy implementation of the project.
We all know that the incidence of crime in Manipur has been increasing at an alarming rate over the last few years.
Not a day has passed in the State without hearing some news about some people being killed and abducted or women and girls being raped.
To say that Manipur is not alone and there are States like Arunachal Pradesh, Bihar, Goa, Haryana, Rajasthan, etc, which are also lagging behind the process of implementing CCTNS should be not an excuse for the delay that has been taken serious note of by Union Home Minister Rajnath Singh during a review of the Centre-State work division of the Home Ministry on Tuesday.
Apart from the fact that the nature of the crimes taking place in Manipur and other States where the implementation of the CCTNS project is lagging behind is different, Chief Minister O Ibobi Singh and his Deputy Gaikhangam should understand that their oft-repeated assurances of ‘the-culprits-would-not-be-spared-at-any-cost’ after every incident of crime in the State is not going to work in dealing with crimes and criminals any more, now that some people have even dared to burgle and loot the fortified house of the Chief Minister himself.
