Condemn Police delay to arrest in rape case

Condemnation Against the extreme delay in trail Process and failure to arrest the Rapist by the Police in connection with the incident which took place in October, 2014.
Youth’s Forum for Protection of Human Rights (YFPHR) deeply condemn the Bishnupur Women Police for not able to arrest a rapist since October, 2014 and on the extreme delay on the trial process by the concern Hon’ble Court since the matter was charge sheeted on the 19th of December, 2016 bearing Charge Sheet No. 23/WPS-BPR/2016. We are extremely surprised of the police for not able to arrest the rapist for almost 6 years and the Hon’ble Court for not able to complete the charge hearing since the last 4 years.
It could be recalled that one Thoibi (name changed) was kidnapped by one Mr. Phurailatpam Nanao Sharma S/o. Mr. Phurailatpam Sunil Sharma of Wangjing Wangkhei, Thoubal District on the 26th of October, 2014 and taken to various places and repeatedly raped her.
The matter was reported to the Bishnupur Police which was later transferred to the WPS-BPR and registered an FIR No: 10(10)2014 WPS-BPR U/s. 366/368/342/376/34 IPC, however, till date the police failed to arrest the accused person since the matter was reported to the Police i.e on the 27th of October, 2014.
It could mentioned that the accused person is reported to be a very close relative to one MLA as informed by the Police and therefore, the rapist couldn’t be arrested till date as full protection was provided by the said MLA.
In this regard we appeal the Hon’ble High Court of Manipur to take up sue motto and direct the concern district court to speed up the charge hearing and deliver justice to the survivor and her family members.
Further we appeal the Chief Minister who is in charge of the Home to direct the concern Police station to arrest the rapist and announce cash reward for those who provides lead to the said rapist.
