A common man views on law and order in Manipur

"Unless communalism is solved, terrorism can not be solved" what a beautiful idea of Shri P.Chidambaram, Union Home Minister of India in an exclusive interview on CNN-IBM. Insurgency in North east and Manipur in particular is widely accepted as political and economic problem. Even the General of Indian army accepts it. Therefore, there is no dramatically short cut policy to solve the problem.

Manipur state territorial integrity issue is a policy to solve the problems of Manipur. By territorial integrity we measure not only the land but also revitalization of our spirit of communal harmony, happiness and prosperity in the state. The message is that Manipur should not be a collection of individual(s); we should be united in a true spirit.

The majority Meitei community initiates the spirit of communal harmony in the state. It is followed up by Kukis, Manipuri Nagas, Pangles, etc. Our people accept your anger; people never say Nagas anger is wrong; Meiteis anger is wrong; Kukis anger is wrong: Pangles anger is wrong but your anger is not a solution. It is a chain reaction. Meitei insurgent outfits are angry with India government; Nagas are angry with Meitei; kukis are angry with Nagas. You will be wrong when you say Meitei are communal.

It is a universal truth that majority of the population are not communal. In a trouble prone state like Manipur, suffering is not Nagas only; the entire population is suffering. Development is not possible unless we are cooperate, coordinate and peacefully coexistence.

We may have differences in many issues but we are united; the entire north east is united; CHINKIS can not differentiated by the entire nation. Therefore, north east should be united. None can stop our development and our fastest growing economy once we are united.

Give me your love and trust; I will give you wealth, happiness and prosperity. Forget about your government initiatives; you can do it, I can do it; a common man can do. Doors are open wide. Your ignorance makes narrower the ways and means.

People need your duty and your responsibility to reshape our society. That is why territorial integrity of Manipur is becoming a means and end towards development and changes.

Towards law and order:

Our hard law on preventive measures has cripple individuals even to openly discussion on law and order in the state. Discussion on law and order in the state is often failed due to restriction and unfairness in the dialogue.

Therefore, people often talk from brain and tongue only without the feeling of eternal. Unfair discussion on law and order will serve no purposes. One of the interesting our common concern is the safety and security of the people.

In democracy, people are the king. Whenever we talk about the safety and security of the people, everybody accept it; central government accept it, state government stands for it, underground outfit are also accept it. This is the rightful demand of the people also.

So, our problems are misunderstanding and lack of coordination and lack of initiatives only. Our elected representatives are also favoring improvement of law and order. We hope, law and order in the state will be developing very fast after 15th Lok Sabha election.

State government can initiate officially or unofficially declaration of Dos and Don'ts to the UG groups in the interest of safety of public property and lives and improvement of law and order in the state. This will not demoralize both the security and UGs.

If the declaration is successfully and respectfully implemented for certain time period in the interest of public safety and security then the AFSP Act has no meaning and it can be remove from the state phase wise. State should not deal with UGs like Pakistani Jihadis /terrorist if they do not act like terrorist.

Our problem is a political and economic issue therefore; state needs human touch while dealing with them. There is no dramatically short cut policy for long lasting solution of Manipur problems. Tamed their anger by means of good administration, development and minimised casualties. State will be helpful consulting social psychologist while dealing with them.

Assam Riffle is well experience, tactful, good form and right direction while dealing with hills underground outfits in the state. To tackle the frequent Bandh and blockage called by various organisation, state government might seek High Court notice on intervention of punishable offences and preventive measures for the safety and security of the public property and regulation of day today activities in the state.

Towards fake encounter

Fake encounter is sometimes happen when:
A. pressure from higher authority to target achievement
B. In the time of officers promotion/service records
C. To get gallantry awards / rewards etc.
D. As a message of moral buster of security personals/hate of enemy.

How a fake encounter can be solved?

By a policy of encouraging security personals on
A. Incentives and rewards to how they deal with publics friendly.
B. Targeting and rewarding to security personals to the numbers of UGs arrested alive.
C. Minimizing casualties to the security personals.

In India, Rural & hilly regions of Jharkhand, Chattisgarh, Bihar, Orissa, Karnataka, Andhra Pradesh, West Bangle etc. are also facing serious threat from Nexalites and Maoist extremist groups. Extremist organization groups have their own common agenda and merits too.

That is why they can woo peoples support very easily. Government should take care with human touch and child care methods while handling with them.

Luckily we have an experience DGP at the helm capable of carrying out for this adhere job. If he gets political support and good advices then one hand can pick up for this job.
