The combination of oxygen and hydrogen gas makes water; which is a basic human needs and it is useful to defused inferno. Like wise, gas (Oxygen) is combustion to heat.
This combusting agents presently mixing in social elements (heat) must be separated first, then, the elements may be diluted by adding another solvent to make a chemical changes before development took place. This is the modern concept of development in a trouble torn areas where there transitional phases are taking place.
Development is not possible without security; may be in Europe, US or in the jungle of Africa. Rules of Law are necessary to maintain security. People have to obey the order under the rules of law. No one is above the law. Our elected leaders in the Parliament and State Assembly make the rules of law for the security and welfare of the people.
Police and security personals are the agents only to execute rules of law. Law court will take proper course of action against those accused that violated the rules of law by imprisonment to jail or fine according to the level of crime committed and disobediences/defying of law.
Indeed, Indian laws have some flexibility and it has provided rights to appeal to higher court in case of dissatisfaction of judgment of lower court. This is the liberty given to a citizen. However; People should not hold the law in hand taking the advantage of loopholes!
This is the origins of all problems. Law court and legal services should not be impotent to get down to the real nitty-gritty of sensitive situation. Justice delayed is justice denied.
For any failure, we blame to Chief Minister because he is the head of the state. Our chief minister is happily or unhappily accepts it. Perhaps, Chief Minister may like to blame to few of our people in certain cases but he can not do so because he is wise, responsible leader that we had ever found.
We may have some differences in some policy but, he is doing very well in social issues, development works and public relationship with regardless to creeds, cast and religion. The fact is that many development works and social welfare schemes are directly brought to hilly districts by our chief minister, Shri O. Ibobi Singh after his requested to the centre. Will you accept it?
We pressured more to our chief minister in a childish manner because his popularity has now, increased at our random survey. People like him and people do not fear to express their demand. People have expected very much from him; and he has the capacity of doing a lot but we have to bear for some time.
Special focus has been given to Tamenglong District. Now, hill people will get elected representatives of Autonomous District Council very soon as announcement made in the State Assembly. Only Shri O. Ibobi government can announced for early ADC election after many years.
Our hilly people will no longer fix on traditional feudal system. Now, villagers will able to plan their own development programme. People like development, justice and change with continuity. However, People have to wait and watch because the whole reforms can not be done overnight even in US.
This is the bad time of our Commandos & IRB. Negative publicity has been done at large extend. People have forgotten the contributions of our commandoes / IRB in counter insurgency and law and order maintenance in the state as well.
Who will remember about a sepoy who sacrificed their lives in counter insurgency? Indeed, they like to fight bravely and die with honor in a real battle field. Not withstanding, they are fighting against their own people.
No one cared, how are the family of the widows and children of a dead sepoy in counter insurgency? No one ask the parks and salary of our commandos. General masses remarks only when they had done something error and mistake during the course of exercised. To error is human!
Please respect their duty once, and then, they will give you peace and security. They can die on duty for your services. They are fighting for motiveless malignity; it is not an easy task.
But, they are none other then your brothers and relatives; may be Naga, Kuki, Pangal or Meitei. They can speak Manipuri, dialects of Kukis & Nagas, Hindi, and English etc. They are the police specially trained in counter insurgency, swiftness, ground control, sharp shooter etc.
Don’t like police is utter nonsense but a notorious idea trying to pull back to Nomadic Age! Who will respect us even we do not know how to honor our own guard? Do not shy away of the bet that our commandos are among the best in the country!
If you are innocent and co-operate to their duty then they will not harm you. If they harm you by mistake then you can go to law court. Justice will be done. Please try to understand how risky their duty is! This is the duty and responsibility of a good citizen.
Yet, there was reflection of bad service from some individual security personals adversely affected by irregularity in appointment, transfer and posting. But, we will be wrong to blame them all for every act. We have enough exposed of corruption and irregularities, though it is a world phenomenon.
Remedial measures will be taken up by our policy makers very soon. For now, try to trust your security guard first if you really love Manipur and your country even it is deployed either in valley and hills or not at all.
Following are the most immediate steps and the most ignored by our policy makers:
1. Our law court should not act like sick primary health care centre at the rural areas. (Please remind the comment of chief justice of India on Indian legal system few months ago.)
2. An effective free legal delivery system should be available to every common man both in hills and plan to get justice at right time.
3. Budget provision on Police Social Responsibility Programme (PSRP) should be allocated at large extends.
4. Make over / change over/ moral polishing refresher course / programme of police personals should be initiate to pull public attention.
5. Police Public Relationship awareness programme should be initiated.
