NSUM Speech for Press Release
Naga Students’ Union Mumbai (NSUM) condemns the barbaric act of Commandos/IRBs in Ukhrul town on 30th August 2014, where two men were shot dead and many were injured by bullets when they were in ‘Peace Rally’ process organized by United Naga Council (UNC). It is indeed very disheartening and painful that the very troops who are supposed to protect the civilians are massacring them.
It is even more disappointing that the State Government of Manipur still believes in use of weapons as the only tool to solve civilians’ demand. The government should engage in negotiations with citizens, especially unarmed peace protesters, rather than using force. The Constitution of India under Article 19 (b) which states that “to assemble peacefully and without arms” accord every citizen right of peaceful assembly.
Candle Light Vigil on Ukhrul 30th August incident held at Andheri East, Mumbai on 6th September 2014
NSUM questions the need for imposing 144 CrPC on any ground, mostly illegitimate, which grossly breachs the fundamental right of lakhs of people of Ukhrul. Immediate judicial enquiry into the killings of unarmed civilians and immediate intervention of Government of India is demanded. Also we strongly condemn the killing of Autonomous District Councilor Mr. Ngalanzar Malue. A judicial enquiry is also demanded for the same.
The government represents the people, and protecting public interest is their primary duty. The State Government of Manipur should withdraw CrPC Sec.144 and Manipur Police Commando/ Indian Reserved Battalion from Ukhrul since the public unanimously demand for its withdrawal, after all the people constitute the government; and the representatives are for representing public interest. Section 144 of CrPC is imposed where the situation has the potential to cause unrest or danger to peace and tranquility.
Its prime objective is in the interest of public peace and safety. But in Ukhrul, the reason for imposing is not clear, what we have seen is that it has brought turmoil to the people of Ukhrul.
NSUM extends “heartfelt condolences” to the family and kin of these two martyr who had laid down their lives for the cause and dignity of the Nagas. We salute these “heroes and martyrs”.
