Bridging the Gap

The idea of socio-economic transformation can be analyzed from different policy level perspectives.
However, one of the easiest ways to understand such a phenomenon is the conventional top-down approach.
Under such perspective, the success of any development project initiated by the state depends on how well those holding positions of responsibility are able to not only implement the chosen paradigm but also communicate policy related principles.
Against such a backdrop, it will be worthwhile to understand how those at the helm of affairs pushes down perceptible workable ideas with an aim to further smoothen existing road blocks.
It should however be reminded that transformation is not always guaranteed through easing the communication channel even if there are assurances galore on playing proactive roles.
The Union Minister for Development of North Eastern Region (DoNER) Dr Jitendra Singh had recently urged upon the Members of Parliament (MPs) from the eight Northeastern States to play a proactive role in various initiatives and development projects launched by the Narendra Modi led Government during the last 14 months.
While speaking at a luncheon meeting in Delhi hosted by Dr Jitendra Singh, the MPs have been told that soon after taking over the charge of the DoNER Ministry, he started the process of regular interaction with MPs from the region in order to keep them on board in every decision-making, because they are important stakeholders for anything that is planned for the region.
The DoNER minister also observed that the various plans under North-Eastern Council (NEC) and Non-Lapsable Central Pool of Resources (NLCPR) take into cognizance the priorities laid down by the State Government.
In other to avoid any possibility of miscommunication and also to ensure wider involvement, the process of regular and exclusive interaction with the MPs of the region has proved highly fruitful, he said.
On some of the innovative programmes initiated by the Centre under Modi’s regime, Dr Jitendra Singh said the Organic Farming Mission is already in the pipeline and after going through the process of inter-ministerial consultation, it will be placed before the cabinet.
An amount of Rs.125 crore has been earmarked for this Mission in the current financial year. The move is aimed at reinforcing “Act East Policy” initiated by Modi.
Another point stressed by the minister was also the initiative called “DoNER at Doorstep” wherein the officers of the Ministry of DoNER hold Camp Secretariat by rotation every month in each of the eight States.
This he said was aimed at bridging the gap between Northeast leaders and New Delhi.
When one closely scrutinizes the statement of the minister, it is amply clear that some efforts have been made to at least narrow down and bridge the gap of communication.
It remains to be seen whether or not how far the Northeast can benefit from the current efforts.
