Action Plan for Development of NE States
May 31, 2014 :
I write to the newly appointed Minister of DONER to provide the suggestions mentioned below for faster growth of North Eastern States of India -
1. India must demand access to seaport in Bangladesh through Osmanpur for the land locked state of Tripura. India must explore the possibility of developing waterways from Tripura upto the port in Bangladesh.
2. Trans Asian Road : India must construct / improve Express Highway from Mizoram and Manipur upto Mandalaya in Myanmar. This road must have the capability to transport heavy lift items. This will boost the trade between the two countries.
3. Railway Link : Imphal - Moreh line is long pending activity of Railways. Commencement of services in this railway route will boost the trade not only between India and Myanmar but also with such countries as Thailand, Vietnam, Cambodia, Laos etc. This needs higher priority.
4. Air services between Imphal - NayPyiTaw - Hanoi must be started immediately.
5. India must sign agreement with Myanmar and provide electricity to the people of Myanmar living near the Indian border. This will lead to economic development of this region in Myanmar resulting in reduction of incidences of terrorism. Under the same agreement, India must set up power plants in Myanmar with its own fund and import electricity from Myanmar which has large reserves of Natural gas and coal. This will ensure more electricity for NE States and provide energy security to India.
6. Ministry of DONER must set up polyclinics in every district of NE States and also promote small family norms.
7. Ministry of DONER must set up sports complexes in each states and organise various tournaments and competitions with East Asian countries.
8. Ministry of DONER along with Ministry of HRD must promote local culture, language, art etc.
9. Border Trade must be promoted with Myanmar, Bangladesh and China. Development of Land Customs Stations (LCS) in Arunachal Pradesh for border trade with China will substantially mitigate the threat of aggression by China.
10. Works on the Kaladan Multi Modal Transit Transport system must be expedited for its earliest stat.
Look East Policy is a poorly implemented policy. Government must form a committee comprising of Public Sector and Private sector executives and define targets for achievement within fixed time.
I request the newly appointed Minister of DONER to stop neglect of people of NE States of India and implement all the above in a expeditious manner.
