"Terrorism, corruption, illegal migration from neighboring countries and environment pollution" are the most dangerous issues which are being faced by Motherland at present. Except environment pollution most of the issues are the effects of politics. Because, it is our responsibility to make up and to take bath in order to look good and to keep neat and clean our body not the governments'. Those selfish and indiscipline people who know how to wash their face but do not know how to wash their back are trying to spoil the charming face of Mother Nature.
'Master Trainer' Dr. Moirangthem Jiban Singh, District Nodal Officer for Environment, Karnataka Health System Development and Reform Project, Koppal, Karnataka, a Manipuri Meitei, has presented a first strategy of Bio-Medical Waste Management (Manual Book), entitle "Cleanliness is next to Godliness", based on science and spiritual ethics.
As an introduction to the strategy, he says that, "People believe, 'Doctor is the 2nd God', I say 'Doctor is also a Modern Evil on earth', who does not manage and dispose the healthcare wastes properly". Supporting the statement, he continues that it is the duty of a Doctor to inject a patient to save his life. As well as it is the discipline, character and common sense of a Doctor to manage and dispose the infectious syringes (healthcare wastes) to save the life of millions and soul (Panchabuta - Fire, Water, Air, Land and Space).

It is universal truth that a human being is made "God or Evil" according to their common sense, discipline and character, even though they are born in various communities in different colors. For example, 'Sri Ram' is being prayed as a 'God' because of his good Samskar (honesty, enthusiasm, dedication, self-motivation, cooperation and the participation) even though he belongs to a non-vegetarian Suryavamsa where else 'Raavan' is regarded as an 'Evil' because of his bad character even though he belongs to a vegetarian Brahmins.
Most of the Doctors were observed to have poor practical knowledge of bio-medical waste management and their attitude towards bio-medical waste management was casual. They think that taking basic responsibility is to take care of the health of the patients whereas the waste disposal in the environmentally compatible manner has been given a low priority.
He emphasizes that without good Samskar only education and punishment will not help in following this common sense. Citing the Environment & Health hazards due to improper Bio-medical waste management and disposal, the strategy recommends clearly how to manage & dispose the Bio-medical waste properly. He further classifies the roles of Doctors, Staffs and other related to organize pollutions and diseases free society. According to this strategy, in the entire Koppal, more than 72.22 and 94.74% of waste was minimized and segregated properly in most of the established healthcare respectively.

He reported as a District Nodal Officer for Environment, KHSDRP, Koppal on 16th January, 2012. He started investigating the healthcare centers in the District just the next day of his report. He investigated the nearby and interior most health centers within 12 days as his first round.
He travelled to discuss face to face with all the Medical Officers of 57 healthcare centers on proper bio-medical waste management and disposal. Again, he completed his 2nd round investigation in all the centers within February, 2012 to 11th July of 2012. Without any delay, he has started his 3rd round investigation from the next day i. e. 12th July 2012.
He maintains his time strictly which is already bought by the government. This strategy clearly shows his truthfulness, equality, ability, character, honesty, efficiency, regularity, confidence & sacrifice as a Nodal Officer. He just not gives any memo, punishment or warning to any Medical Officers and Staffs even if they have done some mistakes. He tries to let them understand better using good words and impression. He tries to let them keep in their mind and heart the things which he likes forever.
"Face is the index of mind". The image of anger, worry and dissatisfaction can be never seen on his face. He hardly speaks and smiles every time. He prefers in doing rather than talking. Even if he hardly speaks he keeps his senior and junior officers cheerful.
Related to this moment, he further says that "To respect the elders to love and lead the innocents in the bright path are first step to be a perfect person as well its rope to bind this society together".
