Imphal, July 14 2009: Labour Minister Pheiroijam Parijat today informed the Assembly that presently there are 141 registered skilled and non-skilled migrant workers in the State.

Responding to a question raised by E Kunjeshore, Parijat said that Labour Department has records of 141 skilled and non-skilled labourers brought to Manipur by different contractors from West Bengal and Assam between 2007-09 .

Saying that migrants who came to the State on their own were not registered, Parijat, taking note of the recent spate of attacks on non-local labourers, said that he would ask the Labour Inspector and Inspector (Rural) to look into the possibility of registering all migrant labourers under the Labour Act.

To a question from O Joy, who asked whether the State Government has any plan to construct hospital of AYUSH, Parijat who is also the Health and Family Welfare Minister said that the Government has such a plan.

He said that a Programme Implementation Plan (PEP) for construction of a 50 bedded AYUSH hospital during 2009-10 has been submitted to AYUSH Department, Government of India.

For the proposed 50 bedded hospital, Revenue Department has been approached to provide an area of five/six acres.

After abolition of Tondonsana High School located at Uripok, due procedures have been initiated to acquire the building as well as land earlier occupied by the abolished High School, Parijat said.

Exuding that necessary sanction for construction of the hospital may be received within the current year, the Health Minister said that AYUSH doctors have been posted at PHCs and PHSCs under National Rural Health Mission (NRHM).

Parijat further assured that he would look into the feasibility of attaching dentists at PHC and PHSCs.

To a query put up by MLA N Mangi, the Health Minister said that plans are afoot to construct institutional building and barrack type quarters for Kumbi PHC under NRHM.

Replying to Morung Makunga, Parijat said that components of the 'To Meet Peoples Health Needs in Rural Areas 2005-10' project may be amended as mid-term correction in consultation with the Union Ministry of Health and Family Welfare.

All PHCs have been functioning round the clock everyday with three doctors and two qualified nurses at each of them, claimed the Health Minister in response to question raised by MLA Ng Bijoy.

Round the clock service for every day of the week was special launched with special focus on pregnant women and expecting mothers.

A proposal of more than Rs 3.14 crores for construction of mortuaries at 11 places including district headquarters with funding from 13th Finance Commission has been sent.

In the first phase, a mortuary would be constructed at the cost of Rs 40 lakhs at Churachandpur district hospital, said Parijat.

Revenue Minister Th Debendra, while responding to Awangbow Newmai, clarified that SDC office of Kuilong an Thiulon has been lying vacant because of deficiency in the strength of SDCs.

At present, there are 127 SDCs, 50 short of the required strength, Debendra added.
