The main points of the declaration include, "We condemn outrightly all acts of terrorism and violence in the district," "We condemn the bomb blasts on the night of 16th and 19th January at Wino bazar, Ukhrul.

We warn the responsible group never to repeat in the future," We shall never support or co-operate and shall have no confidence in any armed group or any group in the name of providing safety and security to the people by terrorising the people and posing threats to the hard earned peace in the region," "The armed confrontation between the Assam Rifles and the NSCN at Shirui village has caused serious threat to the prevailing peace.

If the conflicting parties do not respect the expressed desire of the people, they stand to lose the confidence of the people and they will be held responsible for jeopardising the ongoing peace process," and "In this civilised society, we do not seen any problems solved by terrorism and violence and should have no place in the society.

Only cowards believe in terrorism and violence and not in the people, so people shall never have confidence in them" .
