Imphal, February 02 2009: Strongly condemning the rape and murder of a physically challenged woman inside her shop on January 22 at Moreh, the All Tribal Women's Organisation, Pallel, has expressed surprise that till date the police has not done anything concrete to book the rapist and murderer while the Government has been maintaining a stoic silence.

In a statement ATWO appealed to the Government and the law enforcing agencies to book the culprits without further delay and warned that if this is not fulfilled then they would be constrained to take up strict measures until justice is done to the family of the deceased.

The ATWO also appealed to the State Government and the civil society organisations of the State to take up necessary measures to fight against all forms of human rights violation and violence against women and children.

The statement also noted that though India is the biggest democracy in the world and has ratified a number of treaty under the UN, the civilian population continue to suffer the atrocities inflicted by the State forces and enumerated a few of the treaties signed by India but not seriously respected and acted upon.

The treaties include Article 5 (b) of the International Convention of the Elimination of all forms of Racial Discrimination; Declaration on the Protection of Women and Children in Emergency and Armed Conflict; The right to Life and Liberty guaranteed by Article 21 .
