Imphal, June 06 2009: Contending that the violent incidents of killing people that are taking place almost on daily basis in Manipur today are being carried out at the behest of the ruling coalition SPF Government of the Congress and CPI, MLA O Joy has categorically stated that only a united voice and movement of the people can stop these killings.

Participating as chief guest of an interaction programme on the issue of killing innocent people by armed persons and security personnel in the State, Joy said to stop the current trend of killing people and levelling false charges posthumously by the armed persons and SF personnel, it is essential on the part of the people and those who in the Government in particular to thoroughly investigate such cases.

In the interaction programme organised by Kanglei Leimarol Apunba Lup at Singjamei Makha Naorem Leikai Lairembi Lampak, Joy further said it should be understood that Manipur is a land not governed by the DGP of the Manipur Police Department or the Army and the coalition Government of the Congress and the CPI which has been giving free hand to killing over its more than 7 years of rule now had been elected by the people.

Explaining his stand on the issue under discussion, Joy said he is warning the Government to stop at once killing people without trial by the security personnel in the name of counter insurgency.

In a democracy, the Government should listen to voice of the people and take serious note of public movement, Joy added.

Stating that the conduct of the security forces in killing people with impunity granted under the draconian laws like Armed Forces Special Powers Act is of grave concern, Joy called upon the people to think over seriously at the time of electing their representatives to the State Assembly if they want all the 60 MLAs to take a definite stand on the issue of deteriorating law and order situation in the State.

Public should discuss and analyse what should be the fate of the people and the State if contractors were elected to a legislative body like Assembly , he added.

Joy further said that there are only two ways to put an end to the incident of killing and violence.

First is the public movement and the second is take legal assistance.

However, since the trial of the law court is time consuming, there would be no better way than to make the Government to sit up and listen to the voice of the people.

Assuring that security forces would not be allowed to harass people in his Langthabal Assembly Constituency unduly as long as he is the MLA, Joy said all the other MLAs should also have similar commitment and responsibility toward their people.

Leaders of many women voluntary organisations who spoke at the occasion came out strongly against killing of innocent persons after being picked up and levelling false charges against them posthumously.

It is time for all the women who have lost their husbands or children to come together and build a united force, they said.

They also maintained that the Government would be compelled to listen to the voice of the people to stop killing innocent persons if the MLAs also lend their support to the cause.
