Imphal, July 24: Assembly security staff deployed at the complex swung into action and muffled a man who alighted from his seat and tried to shout from the gents' visitor gallery today.

Identity of the man, an activist of Manipur International Youth Centre, has been established as Konthoujam Thoiba (27) s/o Joykumar of Sagolband Tera Keithel.

The Speaker drew the attention of the House members and asked what is to be done with the arrested man who tried to disturb the proceedings prompting Federal Party of Manipur MLA N Bihari to confess that permission for access to the gallery was granted by him (Bihari).

Contending that signature of the man not to raise slogans or disturb that assembly proceeding was extracted before issuing the permit to the man; Bihari desired that the arrested person be sent to jail.

On the other hand Chief Minister O Ibobi Singh applauding timely action of the security staff in averting disturbances to business proceedings of the House demanded that the man be confined in custody till the ongoing session is over.

However, Opposition MLA O Joy exuded confidence that opposition members would unanimously agree on releasing Thoiba after proper advise not to repeat the misconduct.
