Fresh probe into Naobi's case ordered

Imphal, November 09: A division bench of the Guwahati High Court has ordered the District and Sessions Judge, Manipur East to probe the allegations of excesses and molestation perpetrated on Maibam Naobi Chanu by police commandos and to submit its findings within three months countable from November 15.Naobi Chanu was picked up by Thoubal police commandos after its OC Lokhon was gunned down early this year but she was released later as no charges against her could be substantiated.

After her release, Naobi had alleged that she was subjected to sever torture including sexual molestation while in custody.

The ruling of the High Court followed a PIL filed by Advocate M Rakesh of the Human Rights Law Network, Manipur chapter in the names of president of Nongpok Leingak Nupi Lup, Wangkhei Meihoupham Lampak, Ph Sakhi and member Mema.

The division bench comprising of Justices Rajen Gogoi and MBK, after hearing the counsel directed the District and Sessions Judge, Manipur East to probe the matter and to submit its report within three months time counted from November 15.M Naobi was arrested from the residence of Bikash, a member of the proscribed PLA who was involved in the assassination of Thoubal commando OC Lokhon and four cops.

She was picked up while attending the Sorat on February 20 of Bikash who was killed in the attack.

Naobi was however released later as the police could not substantiate the charges framed against her.

The allegations raised by Naobi sent the State into another round of crisis with many crying for justice and fitting punishment for the police commandos involved in the alleged sexual molestation and torture of the woman in question.

To assuage the hurt sentiments of the people, the SPF Government ordered a Judicial Inquiry with Justice (Retd) SP Rajkhowa heading the panel.

The report submitted by the Rajkhowa Commission was produced before the High Court today following an earlier order of the Court.

The report of the Commission was produced by the Advocate General.

The report of the Commission was however not read out in the Court and it was returned with its seal intact.

The division bench instead ruled that the District and Sessions Judge should probe the matter and submit its findings within three months time.

The respondents listed in the case are the Chief Secretary of Manipur, DGP, Thoubal SP and Thoubal police OC.

Significantly, an SI of Thoubal police along with four other commandos attached to Thoubal police were suspended from service following the hue and cry raised against the alleged sexual molestation of Naobi.
