Court orders enquiry on killing

Dimapur, January 16, 2010: The Gauhati High Court, Imphal Branch by an order on Friday directed the District Judge, Manipur West to conduct an enquiry into the facts and circumstances leading to the death of Saikhom Shamungou Singh and Master Sanasam Ngongo Singh, according to a press release issued by the Human Rights Law Network.

The two were allegedly killed in an encounter with the combined team of Manipur Police Commando, 21 PARA of 9 Sector Assam Rifles and 28 Assam Rifles on January 10, 2005.The enquiry report is to be submitted within six months.

The said direction was issued on the basis of two writ petition filed by Saikhom Ongbi Senu Devi, mother of late Saikhom Shamugou Singh and Sanasam Naba Singh, father of late Sanasam Ngongo Singh.

In their petition they contended that on January 10, 2005 at about 9 am Saikhom Shamugou Singh accompanied by his brother-in-law Master Sanasam Ngongo Singh went towards Wakchinglok and Bungbai Khullen hill range to search for Ngongo's buffalos which did not turn up for some days.

Thereafter they did not return.

On the next day they found the bullet riddled dead bodies of Shamugou and Ngongo at the Yairipok Police Station.

The Yairipok Police Station had registered an FIR case on the basis of written report filed by one personnel of 21 PARA stating inter alia that there was an encounter at Bungbai Kullen Village and in the encounter they killed three militants belonging to UNLF.
