Government orders inquiry in Raj Bhavan blast

Imphal, January 15 2009: Manipur Police chief has ordered investigation into the incident of hurling and explosion of bomb into the Raj Bhavan here on the evening of December 21 2008, which the militant outfit KCP(MC) Lanheiba group has claimed.

The Special Investigation Team (SIT) constituted by the state home department to investigate into the case (FIR no.15 0 (11)08 u/s 302/34 IPC, 25 (1-B) Arms Act of Lamphel police station (Imphal west) registered in connection with the killing of Konsam Rishikanta Singh, a junior sub-editor Of the Imphal Free Press, will investigate the case.

The team led by IGP (intelligence) LM Khoute will submit an interim report within a weeks time, the order of the state police chief Y Joykumar which gave no time bound period for submission of report but said "at the earliest", he said.

On December 21, 2008 at around 5:35 pm, one of the two hand grenade hurled targeting the Raj Bhavan exploded inside it at the southern eastern corner within the Raj Bhavan complex and an unexploded grenade was found lying 10 feet away to the north from the explosion site.

No casualty occurred.

The unexploded hand grenade without safety pin was found 10 feet away to the north from the explosion site where a crater of about one foot in dimension and a depth of eight inches was created.

Later the safety pin was recovered from Outside the fencing wall at the roadside, near an electric pole.

In further investigation into the incident, the SP added, "it was revealed that the crime was committed by KCP(MC) Lalheiba faction." The same was also claimed by the party in the local dailies, it added.

In the follow up action, the brief note on the case from the SP, Imphal west district stated that operation was conducted by the district police, Imphal west at Napetpalli, Khurai Sajor Leikai in Imphal east, Wangoi and yurembam in Imphal west district.

During the operations one unknown under ground was killed and one .32 pistol was recovered at Wangoi area on the next day in the morning.

Further operations resulted in the killing of one more Unknown underground at Patsoi area and recovered one more .32 pistol from the deceased, the follow up action note of the SP added.

Mention may be made that in the aftermath of the blast incident, Manipur government has, as a part of stricter security measures decided to shift government offices standing adjacent to the Raj Bhavan on the southern and western sides of the bhavan which public strongly protested.
