Imphal, November 06 2008: THE CENTRAL Scheme for Assistance to Victim of Terrorist and Communal Violence has been implemented in Manipur too.

Under this scheme, the next kin of persons killed in terrorist attacks would be given a compensation of Rs 3 lakh.

The Central scheme had already been implemented elsewhere in the country.

With implementation of the Scheme, the families of those killed and injured in the bomb blast of Ragailong on the evening of October 21 would get benefits under the same Scheme.

In this regard, the Centre has intimated the State's Chief Secretary to make the families of the blast victims and also those who were injured and maimed to avail themselves of the Scheme.

AK Goel, Director of North East Division, Ministry of Home Affairs, Government of India has sent a letter to the Chief Secretary on October 22 last, reliable sources said.

Under this Scheme, the nearest kin of a person killed in terror attacks would be given a compensation of Rs 3 lakh and those maimed would be given upto Rs 1 lakh depending upon the nature of injury.

An offical source of the state Home Department told this newspaper that it is the Deputy Commissioners of districts to implement the Scheme.

The DCs would send recommendation letters to the Ministry of Home Affairs, then the Ministry, on satisfaction after verification, would directly put the amount of compensation in the personal accounts of the closest kin of the deceased or injured.

The amount would not be release through the state government or the Deputy Commissioners.

The aggrieved families should submit application to the DCs concerned to make them get benefits under the Central Scheme.

The applications would be scrutinised by a committee headed by the DC.

The committee would decide which applications merit consideration for availing the Scheme.

Then the committee would inform the families concerned whether they would get the benefits or not.

For those families whose applications are approved, the DC would immediately send recommendation the MHA.

The amount of compensation should be put in a fixed deposit account of one of the family members or a joint account of the family.

With the implementation of the Central Scheme, the total amount of compensation to be received by the families of victims of terror attacks has reached Rs 4 lakh.

This includes the ex-gratia of Rs 1 lakh given by the state government.

The ex-gratia given to the families of security personnel killed by insurgents/terrorist is also being increased.
