Imphal, April 08 2009: Notwithstanding violent incidents of bomb attacks by UGs at the offices of the Congress party and prevailing threat perception on its leaders, the daily law and order report of the State police submitted to the Election Commission in connection with the upcoming election to the two Parliamentary seats of the State has been maintaining stoic silence over such incidents.

As part of the measures to ensure smooth and peaceful conduct of the Lok Sabha election, the Election Commission of India has instructed that daily law and order report be submitted by the respective SPs of the Districts to the Home Department and the same be collected by the Election Department for its forward transmission to the Commission through the Chief Electoral Officer.

According to a highly reliable source, as the reports on the daily law and order situation being furnished by the SPs of the districts concerned have been maintaining 'NIL' on the election related violence in their respective jurisdiction, the office of the Chief Electoral Officer of the State has been forwarding the same report to the Election Commission.

This is inspite of the violent incident of attacks on offices of Congress party and threats to its leaders by UGs that have been reported in the run up to the two-phased 15th Lok Sabha election to be held for the two Parliamentary seats of the State on April 16 and April 22 respectively, the source added.

Significantly, Chief Minister O Ibobi Singh himself had assured, at a meeting of Congress workers here on March 22 last to discuss acts of intimidation and attacks by armed UG groups against Congress workers, that those who are under threat and feeling insecure may stay at Congress Bhavan or at the quarters of the Ministers and MLAs in view of impracticability of providing security guards to each and every one of them.

In the meantime, taking serious note of the report of attacks on some Congress workers by the UGs, the ECI has sought a detailed report of the matter from the CEO of the State.

Accordingly, the office of the Chief Electoral Officer has prepared and submitted the report.
