Notices issued in "custodial death" cases

Imphal, May 05 2009: A Division Bench of the Gauhati High Court, Imphal Bench comprising of Justice Maibam Binoykumar and Justice AC Upadhay heard three separate cases and issued notices to the respondents concerned.

According to a press release issued by Human Rights Initiative, a PIL was filed by Nepram Anita and Moirangthem Sanatomba of Langathel at the initiative of the HRI against the failure of the Deputy Commissioner Thoubal and District Supply Officer Thoubal to issue PDS ration cards to 938 applicants of Phundrei and Langathel villages.

The second and third petitions were filed by Henei Kipgen and Asem Ibempishak regarding custodial death of their sons��Thangboi Kipgen and Asem Bikram, in the hands of Manipur police commandos on May 24, 2008 at New Keithelmanbi.

The notice of motion issued in these two cases of custodial death is returnable within four weeks.

The respondents listed in the case include the State Government though the Principal Secretary (Home), the DGP and SP Imphal West.

Advocate M Paikhomba, legal counsel of Human Rights Initiative appeared on behalf of the petitioners in all the three cases, added the release.
