Imphal, November 13 2009: The State Government has ordered a magisterial inquiry to probe into the facts and circumstances leading to the death of Moirangthem Manglem Singh (30) s/o M Kumuda Singh of Khangabok Part-III during an alleged encounter on May 3 last between a combined team of Thoubal Police Commandos and personnel of 20th Assam Rifles and armed cadres of PLA at Khangabok Bazar in Thoubal district.

According to the order issued by the District Magistrate of Thoubal District RK Dinesh, the hearing of the witnesses shall commence from December 1 on all working days from 1 pm to 3 pm till the completion of all hearing subject to compelling circumstances requiring adjournment of hearing, technical rules of the Indian Evidence Act, 1872 shall not strictly govern the recording of the statement of witnesses, any legal practitioner or advocate may assist the witnesses in the conduct of this enquiry which is administrative in nature and rules of natural justice shall be the governing principal in the conduct of this inquiry.

The District Magistrate has asked all concerned to statements on or before November 27, 2009 .
