Imphal, May 04 2009: Decrying the killing of a student by the IRB personnel in a shoot out incident last night at Saikul and demanding suspension of the personnel involved in the firing, the Kuki Students' Organisation, Sadar Hill has called 48-hour Sadar Hill bandhs including the NH-39 and NH-53 from midnight today.

A 17-year old student named Lalshanglen Mangte studying in Standard-XI died last night at around 8.30 pm in a shoot out incident which IRB claim firing in retaliation to an attack on their post attach to Saikul police station but strongly turn down by the villagers who alleged that drunkard IRB personnel fired with no reason over bitter argument.

The KSO, Sadar Hill, in a statement dispatch to the media while strongly condemning the act of killing of the student studying at Model English School alleged that he was shoot to kill after abduction by IRB personnel on civil dress.

He was badly tortured before shooting to dead, it added.

Government offices, schools and national stretch of the highways passing through the Sadar Hill areas will be within the purview of the bandh.

But relaxation will be given to water supply, electricity and students appearing in the TDC examinations and vehicles transporting them and other exam related personnel.

Meanwhile, a public meeting held at Saikul today has taken three resolutions and decided to submit a memorandum to the chief minister tomorrow containing the resolutions.

The resolution includes demands for dismiss of the IRB personnel involved in the shooting incident, provision of adequate compensation to the shops and other establishment damaged in the gun firing incident and payment of Rs 10 lakh as ex-gratia to the family of the victim student.

On the other hand, in the shoot out incident, an IRB personnel sustained bullet injury while another personnel hurt in the aftermath mob.

The IRB man injured by bullet was identified as Laishram Sanjoy of Chajing Karam.

He sustained injuries at knee and belly and currently treating at RIMS hospital.

The other one was identified as Sorakhaibam Ramesh (31) of Wangjing Lamding Bazar.

After the killing incident, a mob storming the police station has destroyed the station at around 10.30 pm by stoning.

Furniture of the station was also burnt down by the irate people apart from burning down the barracks of the IRB.

A Gypsy vehicle bearing registeration no.MN1A-9180 and an Activa Honda (MN-01N 1408), a motorcycle were also caused damaged in the mob attack.

In the IRB personnel action to keep the mob under control, 24 people including 13 women sustained injuries.

Among injured, president of the Saikul Block Kuki women Union, Marry Mangte, driver of a Shaktiman Maibam Aken of Ekou and Atom Tezmani also included.

Regarding the incident an IRB personnel said that two personnel of the post Laishram Sanjoy and Sorokhaibam Romesh went out for having pan after dinner, they have a heated argument with some unknown persons who stopped them on the way.

At that timing, one of the unknown persons took out a small gun and tried to overpower them which led to a quarrel.

Meanwhile no person hit Romesh with a stick from the back.

He felt unconscious.

Then there erupted gun firing with no direction.

However, KSO, Sadar hill president, Thonjalun Mangte said when some villagers asked two IRB personnel who shouted with drunk not to do like that they took out guns from the outpost and rounded up Lalshanglen Mangte and shot dead him after beaten up badly before killing.

Even though, tension still existing in the area, police put the situation under control.

A high level police team led by IG, V Jathang and DIG, Sushilkumar had also started conducting inquiry into the incident with spot visit.

The dead body of the student is still at the post of the 39 Assam Rifles.

The dead body will not received till the demand put forward by the people is not fulfilled.
