Security, a grave concern in State

Imphal, October 20 2008: The Sunday night bomb explosion within the 'tightiest security zone' of Manipur left many questions to be answered.

Even as the Government of Manipur is planning to increase the State police force for better security, various questions are being asked of the same reason.

This is certainly seen as a big step of the Government to protect the people of the state.

However, the common people are left wondering if this will really tighten the security of the state thus making the State a safer place for the people to live.

It is woth noting that even as the Manipur Police celebrated its 117th Foundation Day on Sunday, October 19, with the display of hundred of arms and ammunitions captured and recovered over the last one year from the various militant groups operating in the state, a bomb exploded in front of the Chief Minister's bungalow at the highly secured region of Babupara in Imphal East on the same night at about 8 .

This is the second of such incident in the 'highly secured area' of the State in the last two months thus making security a matter of high concern in the State.

The first incident occurred on September 1, 2008 when the Chief Minister's bungalow was attacked with a lethod bomb, the aftermath of which was to raise the security of the area.

(This September 1 incident was reportedly the second attacked on the Chief Minister's bungalow) .

However, the explosion of yet another bomb in front of the Chief Minister's bungalow on the night of October 19 has once again question the matter of security in the state especially for the Ministers and State officials.

It is also worth noting here that the Chief Minister is not the only Minister or the official of the State that has fallen as prey to the flaw of security.

While Y.Erabot, the Food and Civil Supply (FCS) Minister's house have been bomb attacked on few occasions, so has the resident of Loken, the Agriculture Minister.

Even State engineers have been kidnapped and residences attacked.

And not to forget the threats that the common people have received thus questioning once again the security concern of the State.

All these incidents occur in the State amidst the fact that the State Government has done and is doing all the possible means to increase the security of the State. Under the central funded modernization of the State police scheme, Manipur, in the last three years, since December 2004, have recruited 5326 police personnel.

This included 244 sub-inspectors including jamendars, 128 sub-inspectors, 2228 constables in the civil police, Manipur Rifles (MR) and the Indian Reserve Battalion (IRB) personnel.

This was done with the view to strengthen the state police force and tighten the security of the state.

Moreover, under this scheme the Ministry of Home Affairs (MHA) had issued 7003 arms of different models and bombs of the 2008-09 including 554 vehicles.

As per reports, the state is to receive 98 more vehicles to meet the shortage.

Despite all these developments for the state police force, security has become a matter of great concern in the State.

It is worth mentioning here that as per reports Manipur has the highest number of militant related problems in the North Eastern State.
