Phayeng rape & murder case; CM accuses UGs' involvement

Imphal, March 08, 2010: Chief Minister O Ibobi Singh today informed the State Assembly that suspected involvement of PLA cadres behind the brutal murder of Angom Ongbi Chanbi and her daughter Meneka alias Ibemcha (17) of Phayeng has been cited in a police report.

Raising a call attention motion in connection with the brutal murder of the mother and daughter, Legislature party leader of MPP O Joy strongly condemned the inhumane act of murdering the mother and her innocent daughter saying that it appears to have been carried out as an act of vengeance.

Recalling that the mother and the daughter have been called out from home late in the night but were brutally tortured and raped before abandoning their bodies in a paddy field, Joy observed that recurrence of such condemnable crimes in a small State like Manipur is unfortunate.

He demanded to know whether any person who were involved in the killing have been arrested and what steps have been taken up from the side of the Government to ensure such incidents are not repeated.

In response to the call attention motion, Chief Minister O Ibobi Singh, who is also in charge of Home Department informed the House that on receiving the report about bodies found lying covered with straws in a paddy field at Phayeng on January 13, Lamshang Police went there and confirmed that the victims were mother and her daughter after identification by Angom Eraijao, one of their relatives.

Along with registering a suo moto case, police investigation into the incident is ongoing on.

One N Meghachandra (29) s/o Roton of Phayeng Sabal Leikai, who is suspected to be involved in the killing has been arrested.

From the police interrogation of Meghachandra, it has been established that he had gone along with one N Sunil alias Piktru, who is a PLA cadre, to the house of late Chanbi sometime during June-July, 2009, the Chief Minister said.

The Chief Minister further informed the House that from the statement of Meghachandra, it has also been known that after going to the house of Chanbi, Sunil had threatened her to produce one of her sons who was also a PLA cadre but deserted along with arm.

Besides Sunil, the identity of 12 to 13 other persons who were also suspected to be involved in the killing have been established.

So all of them would be arrested for initiating necessary legal action, the Chief Minister assured the House.
