Imphal, July 30 2017:
The 'Bandh Free District' slogan raised by the CSOs of Kangpokpi district is likely to shatter over the issue of the alleged controversial National Sports University to come up at Koutruk in Imphal West .
Literally, no bandh, no intense agitation, no volatile strike over any issue in the newly created Kangpokpi district has been witnessed ever since it attained districthood on December 8 midnight, 2015 as the CSOs of Kangpokpi have been championing a bandh free district .
However, the CSOs of Kangpokpi district have decided to roll back commitment and begin its first ever intense form of agitation after districthood from 6 am of August 7 if their demand over the issue of National Sports University is not addressed to positively within the stipulated time .
The decision to begin the protest was taken during a joint meeting of CSOs Kangpokpi held today at Kangpokpi DHQs over the alleged controversial National Sports University at Koutruk, Senjam Chirang and Sejam Khunou in Imphal West .
It said that inspite of "our repeated appeals and numerous memoranda to the Chief Minister of Manipur to look into the dispute in connection with the setting up of National Sports University at Koutruk, Senjam Chirang and Sejam Khunou, the State Government has turned a blind towards the question of land encroachment at the proposed site."
It pointed out that as per the order by the Governor of Manipur, No.21/167/2016-R, dated 28th December, 2016 allotting 325.60 acres of land to the Department of Youth Affairs and Sports, Manipur under Dag.
No.1 of village No.47-Koutruk included a land measuring about 137.62 acres of Haraothel, now L Tangnaum village .
"L Tangnaum, previously known as Haraothel village is legitimately under Saitu-Gamphazol sub-division in Sadar Hills, now Kangpokpi district", it asserted and added that unfortunately the State Government has ignorantly or intentionally ignored this fact and failed to acknowledge the same in the order .
The CSOs alleged that despite all these facts, the State Government is "pretentiously avoiding all disputes and playing party to the illegal encroachment of hill land under Kangpokpi district administration."
It also mentioned that the chief of L Tangnaum (Haraothel) village is not against the setting up of the National Sports University rather his demand is that his ownership of the land should be acknowledged by the State Government and rectify the orders to begin the process of land allocation that too after including Kangpokpi district as a land measuring around 137.62 acres of L Tangnaum under Kangpokpi district in the orders under CS Dag No.1 as listed under No 47-Koutruk .
It further said that after examining all these facts, "we have decided to demand the State Government to halt all construction works undergoing at the disputed site immediately and begin the process of dispute settlement."
The CSOs further said that they will begin its first ever intense agitation and other various forms of protest from 6 am of August 7 .
