MHRC notes 31 pending murder cases

The Manipur Human Rights Commission (MHRC) has taken up a suo moto instant complaint case to address ten to thirty year old 31 murder cases which are pending investigation within the jurisdiction of Thoubal Police Station.
In this connection, the MHRC has issued a notice to the DIG Range-II, SP Thoubal District and OC Thoubal Police Station to appear before the Commission on May 7, 2024, said an MHRC order issued by Chairperson Justice UB Saha and Member KK Singh.
On the said date, SP Thoubal has been directed to submit the latest status report considering the reasons for delay in the investigation of the aforementioned cases relating to the murder of a person.
Meanwhile, the Thoubal Police OC has been instructed to appear along with the case diary for the first 10 cases in the list of 31 murder cases and also a brief status report/note regarding the names of the IO of the cases.
Notably, the MHRC has pointed out that the 31 cases include one lodged by a citizen for the murder of his/her dear one in 1993 which is still pending investigation.
Due to delay in investigation, both the family of the victim and the accused person have been denied a fair trial as well as justice.
Delay of investigation is nothing but denial of justice which a citizen is entitled to from the political Government and its administrative authority including Police Administration, said the MHRC.
In addition to the 31 pending murder cases, there are about 6/7 cases whose investigations have been pending since 2019 .
It may be noted that the pending murder cases were discovered when an MHRC team made a surprise visit to the Women Police Station, Thoubal as well as Thoubal Police Station and MHRC Chairman Justice UB Saha found more than 30 murder cases upon enquiring the duty officers.
