The detection of 29 Inner Line Permit (ILP) defaulters suspected to be Bangladeshis from Mayang Imphal is alarming and this calls for immediate steps to strictly monitor flow of non-natives into the State, said the Joint Committee on Inner Line Permit System.
The 29 ILP defaulters were apprehended by the police from Mayang Imphal Bengoon on November 30.Detection of such a large number of non-locals is a cause for concern and it points to faulty implementation of the Inner Line Permit System, said the JCILPS in a statement.
It said the committee has taken steps for its volunteers to carry out drives to detect ILP defaulters.
Notably, the detection of the 29 ILP defaulters was announced by Chief Minister N Biren Singh yesterday.
He had also stated that an officer involved in issuing the ILP passes fraudulently has been suspended.
Meanwhile, the JCILPS said the detection of the 29 would be only the tip of the iceberg.
There may be many who have been issued the permit fraudulently and overstaying here in the State.
JCILPS had detained many defaulters in the past who had in their possessions, labour cards and Aadhaar cards suspected to be fakes.
The JCILPS detained many ILP defaulters and handed them over to the police for necessary legal action.
While strict legal actions may have deterred future defaulters, the Government however is not seen taking up any visible action against the defaulters under relevant laws and Acts, it said.
The Government officials and agencies in charge of issuing and monitoring the permit system must do their jobs seriously and sincerely, JCILPS said.
Especially amid the conflict in Manipur and unrest in neighbouring countries like Myanmar and Bangladesh, the flow of non-natives and foreigners into the State must be monitored and detected, said JCILPS.
Amid the unrest in the State, Government agencies and officials manning the ILP gates, and security forces guarding the porous borders must remain vigilant, it said.
The chaotic and unrest situation in Manipur may be exploited by ILP defaulters.
The relevant laws must be strictly implemented on the ground, it said.
While the latest Manipur Inner Line Permit System (1st Amendment) Guidelines, 2022 doesn't allow non-natives who do not possess ILP to establish business centres with provision to revoke their licenses, this law hasn't been implemented strictly, claimed JCILPS.
Seeking public cooperation, JCILPS said its volunteers would be launching drives to detect ILP defaulters.
