Imphal, September 01 2009: The proscribed outfit PREPAK has alleged that a large sum of money meant for clearing Athaphums (artificially grown Phumdis) on Loktak lake had been diverted in the name of the outfit by an apex body with MLA of Thanga A/C T Mangibabu as observer.

Talking to mediapersons in this connection somewhere in the valley area today, finance officer of PREPAK, Erei Khuman has asked the executive members of this apex body to come for discussion in this regard within three days.

Erei said that the matter came to light during investigation into the allegation that the amount has been misused in the name of the outfit by the apex body called All Loktak Kanba Lup.

MLA T Mangibabu is the observer of this apex body which has its head office at Thanga, he added.

During the course of the investigation, conducted by a special team of the outfit, it was detected that out of 700 labourers employed, a sum of Rs 65 lakhs meant for payment of wages to 500 labourers had been sanctioned by the Government.

But out of this sanctioned amount, a sum of Rs 13 lakhs meant for payment of wages to 100 labourers, had been diverted in the name of the outfit, apart from deducting a sum of Rs 6 lakhs from the remaining amount of Rs 52 lakhs meant for payment of wages to the remaining 400 labourers, Erei informed.

In this regard, PREPAK had asked on numerous occasions, all the 24 executive members of the apex body, including its president Heisnam Joymangol Singh, general secretary Tongbram Iboyaima Singh, joint secretary Heisnam Baleshore Singh, and publicity secretary Haobijam Sanamatum Singh to come for discussion.

But with exception to executive members Heisnam Samababu Singh and Oinam Iboton Singh, the rest have not responded till date.

So the outfit would pay serious attention on the president, general secretary, joint secretary and publicity secretary, Erei said.

He also asked the remaining executive members namely Heisnam Nodiachand, Ningthoujam Inaocha, Ningthoujam Joychandra, Oinam Chandra, Ningthoujam Bhubaneshore, Salam Budhi, Heisnam Tomchou, Oinam Maimu, Khoirakpam Amuba, Oinam Mangibabu, Oinam Gourakeshore, Ningthoujam Sanayaima, Moirangthem Jiten, Heisnam Shyamkumar, Salam Shanta, Konjengbam Inao and Konjengbam Bishwajit to come to the outfit within three days.

On the other hand, executive member Oinam Iboton s/o late Kula of Thanga Heisnam Leikai who was paraded before mediapersons admitted the charges levelled against the apex body and announced and another executive member Heisnam Samababu s/o Ibomcha of Thanga Heisnam Leikai have voluntarily resign from the apex body with immediate effect from today.

Erei told mediapersons that Iboton would be handed over to his family members safely.
