7th Pay missing in budget estimates

Even though employees of the State Government have been demanding implementation of the recommendations of the 7th Central Pay Commission, the matter is not reflected in the State budget 2018-19 tabled in the State Assembly today.
After tabling the budget in the State Assembly, Deputy Chief Minister and Finance Minister Y Joykumar gave a brief account of the budget to media persons at his Secretariat office this afternoon.
On being enquired if the budget incorporates requisite amount for implementation of the 7th Pay Commission's recommendations, the Deputy Chief Minister replied in the negative.
He stated that neither the budget 2018-19 nor the 14th Finance Commission incorporates any amount to implement the 7th Pay Commission's recommendations.
Payment of salaries to the scales recommended by the 7th Central Pay Commission would entail additional expenditure of Rs 1400 crore annually, Joykumar said.
Nonetheless, the State Government has been working to reflect the requisite amount in the 15th Finance Commission, he continued.
The budget emphasises on skill development and it gives primary importance to rural development, housing, drinking water, power supply and sports, said the Deputy Chief Minister.
Gross State Domestic Product (GSDP) of Manipur is expected to be Rs 23,260.69 crore in 2017-18 which would mean an increase by 11.66 per cent as compared to the GSDP of 2016-17.It is estimated that the GSDP would further rise by 11.95 per cent in 2018-19 to Rs 26,443.26 crore, Joykumar continued.
He said that the estimated growth of GSDP is based on the assumption that economic activities would be enhanced while bandhs and blockades would be minimised.
He also spoke about capital outlay.
