Imphal, August 20 2024:
In a public notice issued Tuesday, office of the Jiribam deputy commissioner has announced mandatory use of helmet by all two-wheeler motorists in accordance with the Motor Vehicles Act, 1988 .
The said directive follows a letter dated July 25, 2024, from the additional secretary of the department of consumer affairs, Government of India, emphasising the importance of wearing helmets for the safety of motorists.
In addition to making use of helmet mandatory, the notice also underscored the requirement for helmets to meet the BIS (Bureau of Indian Standards) standards, specifically those certified under IS 4151:2015 .
This regulation is in line with the Quality Control Order (QCO) issued by the ministry of road transport and highways on June 1, 2021, which mandates the use of good quality helmets to ensure maximum safety for road users.
The notice further warned that the sale of helmets without proper BIS certification constitutes a violation of the Bureau of Indian Standards Act, 2016, which is a punishable offence.
To aid consumers in verifying the authenticity of helmets, the notice advised public to use BIS Care App or visit the BIS official website.
