UNC leads in batting for FA

The Government of India should not continue to buy time through talks.
It should rather walk the talk and bring about a political settlement, the United Naga Council (UNC) has asserted on the 10th anniversary of the Framework Agreement today.
The FA was signed between the National Socialist Council of Nagalim (NSCN-IM) and the Government of India on August 3, 2015 .
By signing the Framework Agreement, the Government of India recognised the unique history and position of the Nagas, said the UNC and added that by unique history, it means that the Nagas have a history of independence.
"The Nagas have neither been a part of the Union of India nor that of Burma (Myanmar), nor have been under any powers by consent or conquest," the UNC stated.
"By unique position, it means that the position and situation of Nagalim is political," it said.

The Framework Agreement underscores that both sides understand each other's positions, and it recognises the universal principle that in a democracy, sovereignty lies with the people, the UNC said.
"It is an acknowledged fact that the sovereignty of Nagalim lies with the Naga people.
By shared sovereignty, it means that the sovereign Indian people and the sovereign Naga people will share sovereign power in those areas as defined in the competencies," the UNC asserted.
"Recognizing the National identity of the Nagas and admitting that the Naga people had rejected the Union of India offered to them by the Constituent Assembly of India, the Government of India proposed an enduring inclusive and new relationship of peaceful co-existence between the two entities," the UNC said.
"By inclusive, it means that it embraces all Nagas wherever they are, including all political groups," it added.
By new relationship, it means a new relationship based on the Framework Agreement.
Co-existence means the co-existence of the two peoples - Indians and the Naga people, the UNC explained.
The Naga Flag and the Constitution are constituent parts of sovereignty.
There is no ambiguity about it.
Therefore, the Government of India should not continue to buy time through talks, rather walk the talk to ensure that all is well in the sub-continent, the UNC asserted.
The Tangkhul community under Wung Tangkhul Region also commemorated the 10th anniversary of the signing of the Framework Agreement at Ukhrul today.
The commemoration programme began with a massive public rally in support of the Framework Agreement.
The rallyists shouted slogans such as "FA our voice, Expedite FA, Naga Political Rights non negotiable".
The rally began from two different points - Mission Ground Alungtang and Dungrei Junction Hungpung, and later converged at the district headquarters ground, Wino Bazar for the main programme.
Sword Vashum, president of Tangkhul Naga Long (TNL), hoisted the rainbow colour Naga flag in presence of retired Capt Samson Jajo CAO, WTR (NSCN/GPRN) and leaders of Tangkhul CSOs.
Speaking at the gathering, Jajo said that August 3 is a red-letter day for the Naga people, particularly to the NSCN (IM).
The political agreement has the sovereign rights of the Nagas recognised by the Government of India, Jajo said.
"The Nagas were never conquered by India and Burma.
We were living freely without any political dominance from any country," Jajo said.
The Naga issue is not a law and order problem, but a political issue that should be settled politically with an honourable solution, he said.
He spoke about the Framework Agreement and its significance to the Naga political movement.
Athot Ngashangva, secretary WTR NSCN/GPRN read out a commemoration speech of Chairman Q Tuccu of the NSCN (IM).
Meanwhile, the All Naga Students' Association, Manipur (ANSAM), in a statement, said the Naga people wholeheartedly welcome and endorse the August 3, 2015 Framework Agreement.
The FA gave the Nagas high hopes for an early and logical settlement of the Naga issue.
However, any tangible solution to the protracted Naga political issue has not been brought even after 10 years, posing serious questions and concerns in the minds of the public, ANSAM said.
While the signing of the FA was historic, the "continued delay tactics and misplaced behaviour" of the Government of India in resolving the protracted Naga political issue is concerning, it said, questioning the "commitment and sincerity of the Indian leadership".
The Government of India must expedite the peace talk by restoring the process to the track to hammer out a logical conclusion in the true spirit of the Framework Agreement, ANSAM said.
"The 28 years of political talks demands a logical conclusion with due recognition of "Naga Flag, Constitution, and Integration" as our INALIENABLE RIGHTS" .
Any agreement without ensuring these will not address the political aspirations of the Nagas as a people," ANSAM asserted.
The Chandel Naga People's Organisation (CNPO) also commemorated the signing of the FA .
The CNPO hosted commemoration programme was attended by leaders and executives of 11 Naga tribe Hohos, ANSAM, NSUC, Tribe Women Union, Naga Chiefs Association Chandel and Chandel Naga Christian Forum.
The Framework Agreement, translated into 11 Naga tribe dialects, was read out to congregations in all Churches during the Sunday Church Service with prayers.
