JCILPS sets May 31 deadline

Imphal, May 10 2013 : The Joint Committee on Inner Line Permit System (JCILPS) has threatened to launch all sorts of agitation from June 1 if the State Government and the Central Government do not make sincere efforts to enforce Inner Line Permit System in Manipur by May 31 .

Speaking to media persons at HERICOUN office today, JCILPS convenor Sapamcha Jadumani pointed that the people of Manipur have been demanding introduction of Bengal Eastern Frontier Regular 1873 (Inner Line Permit System) in Manipur since the past many years but to no avail so far.

If the State and Central Governments fail to initiate some concrete measures to enforce ILPS in Manipur by May 31, all sorts of agitation including non-cooperation movement would be launched from the next day.

From June 1 to June 5, no non-Manipuris would be allowed to enter Manipur.

From June 6 to 10, no non-Manipuri would be allowed to hawk any merchandise in any locality of the State.

For any untoward incident resulting out of this scheduled agitation, the Government should be held responsible.

An ultimatum demanding enforcement of ILPS in Manipur by May 31 has been submitted to the Chief Minister as well as the Union Home Minister today.

The ultimatum reposed faith in the Government of India and the State Government that the two authorities would initiate necessary procedures for enforcement of ILPS in Manipur so that culture, customs, land, identity and language of the indigenous people of Manipur can be safeguarded.

The State Cabinet on July 12, 2012 decided to urge the Government of India to enforce ILPS in Manipur.

Again on July 13, 2012, the Manipur Legislative Assembly passed a resolution seeking introduction of Bengal Eastern Frontier Regulation 1873, and the same resolution was forwarded to the Ministry of Home Affairs, Government of India, reminded the ultimatum.

Even though almost eight months have passed since the Assembly resolution was forwarded to the Government of India, neither the State Government nor the Central Government has taken up any measures to fulfil the long standing people's demand of introducing ILPS in Manipur, Jadumani decried.

JCILPS co-convenor Mutum Churamani said that they would no longer approach either State Government or Government of India but rather launch a massive and sustained movement.

Joy Chingakham, another co-convenor of JCILPS said that camera meetings have started in different localities in order to disseminate information and awareness about ILPS among the mass.

Along with submission of the ultimatum, a students' section of JCILPS was also set up today.

DESAM's Moirangthem Angamba and Sanasam Subhaschandra of AMSU have been appointed convenor and co-convenor of the students' section.

KSA's Angouton Khuman, W Rahman of AMMSO and Nongthombam Rojeskumar of SUK are other co-convenors.

It is said that the students' section would organise an extensive awareness programme about ILPS in schools and colleges.
