Imphal, May 10 2013 :
Kwatha Village, which lies near the border town Moreh along the Indo-Myanmar boundary has remained cut-off completely from all forms of developmental works following frequent planting of bombs in the area.
The secretary of Kwatha Village, Biren told Huieyen Lanpao that the government officials and other agencies are afraid of visiting the village owing to the bomb scare.
He pointed out that the lone Primary Health Centre of the village is in a crumbling state with no doctor ever posted for the last many years.
Moreover, the roof of the health centre is leaking and garbage piling in every nook and corner of the building.
Absence of passenger vehicles in the village is also a problem in transporting sick people to Moreh town.
The villagers have to hire private vehicles in case of medical emergency, Biren added.
The existing primary school in Kwatha is also in a deplorable condition.
It was upgraded to junior primary school long time back during the tenure of then Chief Minister Wahengbam Nipamacha.

Previously, the school had five rooms but now it has been reduced to three tin-roofed rooms built with bricks.
The school lacks basic infrastructure and it has no toilet and staff room.
Two or three classes are conducted together in a room with no requisite number of teaching and non-teaching staff.
As a result of such poor education system in the village, the children often stay in rented houses at Moreh and Kakching for attending schools.
The village is totally deficient in all kinds of education-related programmes and other schemes being implemented by the Central and state government.
The living standard of people in Kwatha Village, who are predominantly Meetei community, are even more deplorable than some tribes in interior hill villages.
There is dearth of development works taken up in the village in terms of road, education, veterinary and health care.
The distressed villagers of Kwatha have drawn the attention of the state government to install necessary infrastructure for the existing Junior Primary School to ensure proper education to the villagers.
The Kwatha villagers are mostly manual labourers, who work at jhum paddy fields.
The village has remained neglected for quite a long time and so the right time has come for the state government to look after the developmental needs of the village.
The villagers have never seen blacktopped roads in the village and hence, they have strongly urged the government to take up the blacktopping works in the village as soon as possible.
On top of all these problems, miscreants often plant bombs at Kwatha Lamkhai causing greater menace to the villagers.
The government officials are really afraid of taking up developmental works at Kwatha.
ACCOAM Lup president, Somendro and Kwatha Village secretary, Biren, who is also the secretary of Nongpok Ningthou and Panthoibi Enat Thouram Committee have further appealed to all not to cause any disturbance during the Umang Lai Haraoba festival of the local deity which is to be held from May 23 to 27 after a long gap of five years.
