CORE complains to NHRC

Imphal, July 24 2015 : Centre for Organisation Research and Education (CORE) Manipur has submitted lodged a complaint with National Human Rights Commission (NHRC) regarding the arbitrary, summary and administrative execution of Sapam Robinhood on July 8 last by personnel of Manipur Police.

In the complaint, CORE said that there is no report of any actions taken against those police personnel who were involved in the summary, arbitrary or extra judicial, or administrative execution of the minor in the name of controlling an "unruly mob" in Imphal on July 8, 2015 when the deceased was actually participating in a peaceful rally in support of the adoption of an appropriate law in Manipur to safeguard the indigenous peoples.

The complaint was registered against Manipur Police officers and personnel stationed under Porompat Police Station (Imphal East), Superintendent of Police (Imphal East) Porompat, Executive Magistrate on duty (Imphal East) .

The complaint further identified Shahid Ahmad, IPS, Director General of Police (Government of Manipur), Police HQ Imphal, Deputy Chief Minister Gaikhangam, Chief Minister O Ibobi, and Law Minister ThDebendra as authorities/officials who are answerable.

In the complaint, CORE appealed to NHRC to direct Manipur Govt to constitute a judicial enquiry to probe the extrajudicial, summary or arbitrary execution of Robinhood, to direct the DGP of Manipur to immediately register a regular FIR on the basis of the report to him and the OC, Porompat Police Station, filed by the parents of the victim and initiate criminal investigation against those involved in the extrajudicial execution and prosecute any police personnel who are found guilty, to direct the DGP of Manipur to immediately suspend all errant Manipur police personnel immediately who were involved in the extrajudicial execution of the student, to direct the Manipur Govt to award a sum of Rs 10 lakh as interim compensation to the bereaved family, to take up other necessary actions which the Commission considers deem fit and proper in the facts and circumstances of the present case.
