Govt approves new secretariat PS, 12 SDPO posts

The government of Manipur has given in-principle approval to a proposal by the Manipur police department to establish a new Secretariat Police Station at Mantripukhri and create 12 new posts of Sub-Divisional Police Officer (SDPO) in various districts to strengthen policing and law and order supervision.
According to a statement issued by Manipur DGP, the move aims to bolster policing capabilities, improve investigation supervision and enhance law and order management in both existing and newly created districts for administrative convenience.
The decision came at a time when the Civil Secretariat and Police Headquarters are set for relocation to Mantripukhri, creating a need for greater security coverage and effective law enforcement presence in the area.
The proposed Secretariat PS will serve the new secretariat complex, police headquarters and several other critical institutions in the vicinity, including the Manipur High Court, the Indian Institute of Information Technology (HIT) and the Forest Office complex.
To address growing administrative complexity and security demands in the area, the government has also approved the creation of a dedicated SDPO, New Capital Complex, under the jurisdiction of Imphal East district.
The officer will supervise both the proposed Secretariat PS and the existing Heingang PS to ensure coordinated command, effective case monitoring and timely responses to emerging law and order situations.
In addition, the government approved the creation of new SDPO posts to tackle the shortage of supervisory officers in several districts, particularly newly created ones such as Kangpokpi, Tengnoupal, Kamjong, Pherzawl and Noney.
The existing single SDPO structure in districts such as Chandel, Churachandpur and Tamenglong has been deemed inadequate for handling the increasing challenges of crime investigation, force deployment and law and order oversight.
Under the plan, Kangpokpi district will have SDPOs for Kangpokpi, Sapermeina and New Keithelmanbi; Tengnoupal SDPO, Tengnoupal; Kamjong SDPO, Kasom Khullen and Kamjong; Pherzawl SDPO, Parbung; and Noney district will have SDPO, Noney.
In the old districts, the posts will include SDPO New Capital Complex in Imphal East, SDPO, Chakpikarong in Chandel, SDPO, Singhat in Churachandpur and SDPO, Tamei in Tamenglong.
These positions have been mapped to specific police stations or sub-divisions to ensure closer supervision of policing functions, stronger engagement with the public and quicker responses to local issues.
In line with the government's commitment to fiscal responsibility, the SDPO posts will be substituted from within the already sanctioned Deputy Superintendent of Police/Assistant Commandant posts available in various units of the police department, ensuring no additional financial burden on the state exchequer.
The Officer-in-Charge post for the proposed Secretariat PS will also be created by substituting one of the existing inspector posts.
The structural changes are expected to improve command and control over police stations in remote and sensitive areas, strengthen investigative oversight and follow-up, enable more responsive law and order management, enhance border policing in districts such as Tengnoupal and Kamjong, and ensure efficient use of sanctioned manpower without adding new financial liabilities.
The government and the state police department remain committed to modernising and enhancing policing infrastructure in a sustainable and citizen-focused manner, the statement said, adding that the creation of the Secretariat PS and additional SDPO posts represents a significant step towards that goal.
