CBI files chargesheet against 11 RIMS staff

The Anti-Corruption Branch (ACB), Imphal of Central Bureau of Investigation (CBI) has charge-sheeted 11 staffs of Regional Institute of Medical Science (RIMS) in a case related to realizing excess amount for various diagnostic tests and other charges from the patients and utilizing the excess amount for their own use.
The charge sheets against the 11 accused staffs have been filed before the Special Court of Manipur East for going ahead with necessary trial.
The 11 charge-sheeted staffs have been identified as Assistant Cashier (retired) Telem Rajen Roy of Lairikyengbam Leikai, LDC Naoroibam Phajaton devi of Sagolband Khamnam Leirak, LDC Naoroibam Thambalngou Singh of Uripok Takhellambam Leikai, LDC (retired) Laikhuram Mohanjao Singh of Top Mayai Leikai, LDC Laishram Shantikumar of Singjamei Makha Khongnangpheidekpi Leikai, LDC Salam Kantomani Singh of Khurai Chingangbam Leikai, Artist Laishram Roshan Singh of Thangmeibanf Hijam Dewan Leikai, Attendant Kangabam Okendro Singh of Wangkhei Thambalkhong, Attendent Moirangthem Nagindra Singh of Khurai Puthiba Leikai, Attendant Soibam Chaoba alias Sarat Singh of Bamon Leikai Nahabam Leirak and Attendent Haobijam Rajen Singh of Lei-Ingkhol, Chingmeirong.
According to a reliable source, during the period March 2007 to April 2009, the 11 accused staffs entered into a criminal conspiracy among themselves in realizing excess amount of Rs 11,19,346 from various diagnostic tests and other charges from the patients compared to the amount entered in the records submitted by them for RIMS Hospital records and utilized the excess amount, thus realized by them for their own use, thereby causing wrongful loss to RIMS.
Following registration of an FIR case jointly under Section 120 (b), 420, 409 and 467 of IPC as well as section 13(1) (c) and (d) of Prevention of Corruption Act, CBI, ACB, Imphal started investigating into the case since October 22, 2010 with Roby Jawahar as the Investigation Officer (IO) .
On completion of its investigation, Senior SP of CBI, ACB, Imphal Branch VP Arya has submitted the charge sheets filed against the 11 accused persons to the Special Court of Manipur East for initiating legal trial under section 467, 468, 477-A, 409 read with 120-B IPC and section 13 (2) read with 13 (1) (d) of Prevention of Corruption Act, 1988 on November 30 last.
The charge sheets also mentioned that necessary prosecution sanction has been obtained from the competent authority.
It is said that the findings of the IO revealed that the main source of income for RIMS Hospital is through sale (in cash) of OPD tickets for General OPD, Obstetrics & Gynaecology, Emergency services, Physically and PMR (Physical Medicine & Rehabilitation).
The price of each ticket is Rs 5 only and the tickets are in the form of sheets supplied from the Medical Record Department (MRD) in the form of a bunch of 500 pages costing Rs 2,500 at the rate of Rs 5 each.
