Cabinet approves handing over Kamalbabu case to CBI

The state cabinet chaired by chief minister N Biren on Saturday approved handing over the case of Laishram Kamalbabu's disappearance from the Leimakhong military camp of the 57th Mountain Division to the Central Bureau of Investigation (CBI).
The move aims to ensure a thorough and effective investigation into the case of Kamalbabu, who disappeared under mysterious circumstances from inside the military camp, leaving no trace and raising concerns about whether he is still alive.
The cabinet resolved that the complexity of the case required the expertise and resources of the CBI to uncover the truth and deliver justice to the affected family.
In addition to this, the cabinet approved Rs 30,000 as cash assistance to bereaved families for conducting the last rites of loved ones lost due to the ongoing crisis in the state.
In a move aimed at encouraging excellence in the teaching profession, the cabinet approved the Chief Minister's Teachers' Achievement Award scheme.
Under the scheme, 50 primary teachers, 30 graduate teachers, and 25 lecturers will be recognised annually for their exemplary contributions.
The award winners will be selected based on the results of a competitive process, including a written examination and evaluations of general teaching methodology.
Recipients of the award will receive double the annual increment for that year as an incentive.
To ensure a transparent and merit-based selection, a committee headed by the Director of Education (S) will oversee the process.
Further supporting the education sector, the cabinet approved a one-year service extension for 131 assistant professors employed on a contract basis.
The cabinet also approved the allotment of land to the transport director for the construction of an Integrated State Bus Terminus (ISBT) in Moreh.
In another decision, the cabinet approved the transfer of a 0.30-acre plot of land, originally designated for the HIT Manipur Boys Hostel, to the Manipur Police department for the construction of the Manipur Police headquarters.
To promote environmental sustainability and adhere to national guidelines, the cabinet approved the implementation of the Manipur Vehicle Scrapping Policy, 2024 .
The cabinet also approved the signing of a Memorandum of Understanding (MoU) with the National Dairy Development Board (NDDB).
Under the agreement, the standing properties, building, and plant machinery of the Central Dairy Plant at Porompat will be handed over to NDDB.
This initiative is aimed at enabling the NDDB to manage and operate the Manipur Milk Producers' Cooperative Union Limited more effectively.
