Court seeks reports on missing Kamalbabu

A writ petition has been filed at the High Court of Manipur with a prayer for the safety of Laishram Kamalbabu Singh, who went missing inside Leimakhong army camp on November 25, as the court asked the respondents to submit report in the next hearing.
A writ petition filed by Laishram Brajabanshi, son of late Kumardhan Singh of Leimakhong Ex-servicemen Colony presently staying at Mandhop Yumpham relief camp, as petitioner and the state of Manipur represented by the chief secretary, security advisor, DGP, GOC 57 Mountain Division of Leimakhong, commissioner (home), SP Imphal West and Sekmai PS OC as respondents was heard in the court of chief justice D Krishnakumar and justice Golmei Gaiphulshillu Kabui on Wednesday.
After perusing the petition, the court directed the respondents listed to submit relevant reports for the next hearing scheduled on November 29.Petitioner Brajabanshi is younger brother of Laishram Kamalbabu (56) of Gosaipur, Assam presently residing at Loitang Khunou, Imphal West.
The petition sought directive to respondents particularly GOC 57 Mountain Division, Leimakhong (respondent No 4) to produce Kamalbabu, who went missing inside the high security zone military garrison.
The petitioner also submitted a written-letter to OC of Sekmai PS mentioning that his elder brother works as a supervisor of M/s Binod Construction, engaged for construction works inside Leimakhong army camp.
The letter mentioned that his brother went out of his Loitang Khunou home at about 9am of November 25 riding Honda Activa (MN-01N-7723) for the work site at Leimakhong army camp.
However, his mobile phone was on switch off mode when family made a call at about 4.15 pm the same day.
Regarding the Kamalbabu's missing, a massive combing operation was launched jointly by the army and police.
The petition mentioned that missing Kamalbabu may face the same fate of three children and three women recently abducted from Jiribam by Kuki militants and found dead.
In view of the prevailing situation, the petition pleaded for collection of all records of FIR lodged by Sekmai PS and issue writ of Habeas corpus to respondents particularly the Manipur security advisor, DGP and GOC 57 Mountain Divison to produce the missing man.
The petition also urged for issuing relevant interim directive to the respondents to rescue Kamalbabu.
After patient hearing of petitioner's submission, the court fixed November 29 for the next hearing and asked respondents to produce relevant reports in the hearing.
