MNYO decries recruitment process, seeks transparency

Imphal, December 13 2024: Manipur Naga Youth Organisation (MNYO) has raised serious concern over the recrujtment process for jobs and promotions in state and central departments, urging the authorities to ensure transparency and adherence to proper procedures.

In a press statement, MNYO called for strict implementation of the 100-point roster system in all job recruitments, promotions, and admissions to educational institutions, including central universities.

MNYO said that it appreciated the government's efforts to address the unemployment problefn among the educated youth of Manipur through continuous recruitment drives.

"Despite the ongoing turmoil in the state since May 2023, the recruitment drive has continued, a practice that also persisted during the CovidL19 pandemic between 2020 and 2022," noted the organisation, while adding that it however was alarmed by the manner in which the current recruitment processes are being conducted.

According to MNYO, many of the recent recruitments were carried out under the guise of contract, casual, ad-hoc, part-time, and outsource positions, bypassing the established recruitment system.

Alleging that such actions evade established guidelines and create a system prone to manipulation, it warned that if the recruitment process continues in this unjust manner, it could lead to unrest between tribal communities and government departments, as no proper procedures are being followed.

MNYO also cited reports from various sources indicating that the recruitment process bypasses employment exchange norms and quota system guidelines that have been implemented by successive governments of Manipur and the Union government, even during the Congress regime.

Raising doubts over the intentions and policies of both the state and central governments, the organisation questioned the sincerity of the authorities involved in the recruitment process.

It then criticised the current process for failing to honour the reservation of 33 per cent of seats for tribal people in Manipur, as per the 100-point roster system, which should apply to every recruitment drive in all state government departments.

The MNYO pointed out that the system is also applicable in central universities and departments such as the Regional Institute of Medical Sciences (RIMS), Jawaharlal Nehru Institute of Medical Sciences (JNIMS), Central Agricultural University (CAU), Manipur University (MU), Cultural University, National Sports University, Manipur Technical University (MTU), Dhanamanjuri University (DMU), Indira Gandhi National Tribal University (IGNTU), National Institute of Technology (NIT), Directorate of Ayush, and National Institute of Information Technology (NIIT), among others.

According to the organisation, tribal people make up over 40 per cent of the state's population, and the 100-point roster system should be followed to ensure fairness and representation.

MNYO further criticised the ongoing proxy recruitment practices, which it claim are being carried out behind the scenes in many departments, including state and central government departments.

This, the organisation argued, deprives deserving tribal youths and members of backward classes in Manipur of their rightful opportunities and warned that if this system continues unchecked, the tribal people will not remain silent, and necessary actions will be taken through democratic means, including agitation, to restore fairness and transparency in the recruitment process.

MNYO urged authorities concerned to halt any recruitment or promotion processes that have been conducted improperly or through unjust channels.

The organisation then called for immediate steps to fix the system, address discrepancies, and ensure that the 100-point roster system is strictly followed in all state and central department recruitment and admissions to universities.
