Imphal, November 15 2009: The present situation in Manipur is the outcome of mishandling key department like home stated the JACs formed in connection with the killing of Th Rabina and Ch Sanjit in a joint memorandum submitted to the Prime Minister of the country through the media team visiting the state.

The memorandum also criticized O Ibobi led Secular Progressive Front government in the state dragging down the more than 100 year Congress party while demanding Centre's intervention in solving the situation of the state.

Citing situation of the state in the eight year rule of the SPF, the JACs demanded imposition of president's rule or a new dynamic leader to lead the government.

It also demanded dropping of state works minister and sport minister stating that they are the "hostile elements" within the government which acts against the people's movement and "ill advised" chief minister against the sentiment of the people for their own personal benefits.

If Chief Minister is a responsible administrator, the problem may solve very earlier.

Instead of hearing the people's outcry for justice, he adopted the wait and watch policy.

It is fact evidence that "wait and watch policy" have never solved any problems but only have created new ones, the memorandum stated.

Alleging that mishandling of the key department like the home department and is responsible for the present situation of the state, the memorandum stated that the present crime of fake encounter killing of Sanjit and Rabina by Manipur police commandos is the responsibilities of home department headed by the Chief Minister, is the real perpetrator of the present crime.

Home department which is the power centre of the SPF government is only in namesake.

There is total failure of security doctrine.

The state security forces specially the police commandos, acts like, and they are above the law.

"They can do anything in their own will.

This is a known fact that they kill innocent civilians for money and gallantry awards.

There is ill practice in recruitment process of Manipur Police, Manipur Rifles, Indian Reserved Battalion (IRB) and related civil post," the JACs alleged in the memorandum.

The administrative system of the state in the eight rule of the SPF government under the Chief Minister, O Ibobi is total failure, the level of corruption is very high, extra judicial killing, a regular practice, law and order in a dismal state, the moral of the security forces is all time low, bandh, blockade and dharna.

By imposing curfew as compulsory means to subside people's democratic protest, civil departments have been put a meaningless one under the SPF government.

So, also the home department.

So developmental works properly taken up, the lengthy complaint went to state.
